Research On The Application Of Social Influence Investment In Public Order Management

Social influence investment refers to the government's development of target projects and fundraising for the capital market for its implementation.Investors put funds on the target projects,as well as the specific use of funds by social organizations and provide corresponding products and services.Social influence investment is an investment philosophy and behavioral model for joint goals and tasks through cooperation between different sectors.Different from traditional investment,charitable donation,venture philanthropy or socially responsible investment,social influence investment has lots of advantages of synergy,operational cooperation,management autonomy and influence measurability as an innovative model to solve social problems.Based on the theory of comprehensive value and the theory of supply and demand,the investment of social influence can be applied to the field of public security governance at the theoretical level.At present,the government,market and society all has different degrees of failure in participating in public security governance.The manifestations are as follows:firstly,the government's offside and absence are serious,relying too much on the traditional public security management system.The concept of cost and management efficiency has not been formed yet;Secondly,the market competition mechanism has not been perfected,the laws and regulations regulating the behavior of market entities are imperfect,while the supervision is not in place,there is government "indirect monopoly" and market behavior is in hold status;thirdly,the ideological concept of social organizations lag behind and they are weak,lacking the legal safeguard and the supervision mechanism.Also,their duty that participates in the public security governance is unclear.Therefore,the application of social influence investment in public security governance also has the realistic necessity.According to the practice of social influence investment,both domestic and foreign studies have explored in different social fields to a certain degree and achieved remarkable results,providing experience and reference in the application of public security governance.We should deepen our understanding of the implications of investment in social influence,study the measurement method of impact,actively expand application category,and avoid the rigid copy of western models or blind application to other social fields in the process of learning.Through the analysis of the practical cases of social influence investment in UK and China,we can draw the following enlightenment: firstly,the use of market mechanisms and the social influence investment model that exerts the respective advantages of different actors is worth learning.Introducing and applying it to the field of public security governance in China can not onlyrelieve the pressure of government and social organizations on this issue,but also guarantee the long-term effectiveness of public security governance activities.Secondly,the exploration and experiment of social influence investment in other social sectors in China,on the one hand,has accumulated valuable experience for its application in the public security governance,on the other hand,it also enhances the confidence that the social influence investment model can be used in the public security management.Combined with the development status of social influence investment in China,in order to promote the application of social influence investment in public security governance,we should first improve the corresponding systems and policies,standardize the operation process,and at the same time guarantee the economic return of the investors to improve their enthusiasm.And then establish a long-term mechanism for the social influence investment of public security governance.Secondly,through propaganda and pilot experiment,promote the social influence investment concepts and models,and strive to eliminate cooperation barriers between different actors,and finally form a good social influence investment environment.In the end,strengthen the supervision of government departments,investors and social organizations,so as to form a full-scale supervision of the social impact investment projects of public security governance in the design,starting and implementation,to ensure the target project successfully carried out and achieved the stated goals.Only by continuously exploring the operational mechanism,application environment and project supervision can we realize the localization of social influence investment and form the "oriental model" of social influence investment in line with the actual situation of Chinese public security management.
