At the party's 19 th National Congress,the Party Central Committee proposed to strengthen the social security system: "Improve the system of social assistance,social welfare,charitable causes,special care and placement,and improve the care system for rural left-behind children and women and the elderly." The realization of this requirement is inseparable from the active participation of charitable organizations.The scale of China's non-profit organizations has expanded rapidly with the rapid development of social economy and the awareness of corporate social responsibility.As a major force of non-profit organizations,public welfare foundations have also experienced rapid growth.From the establishment of the first public welfare foundation in 1981,by the end of 2018,the total number of public welfare foundations in China has reached 6,899.In recent years,charitable foundations have played an increasingly important role in improving the overall welfare of society.At the same time,there are also problems such as uneven resource allocation and inefficient operation.In the process of sorting out the project information of the Foundation Center Network,this paper finds that there are mutual donations between the charitable foundations.For example,the CNOOC Marine Environment and Ecological Protection Public Welfare Foundation donated 50 million to the Poverty Alleviation Foundation of Ningxia HuiZu Autonomous Region.It donated more than 40 million yuan to the China Song Qing ling Foundation,etc.,the phenomenon of mutual donation between public welfare foundations is more and more common,why are there cross-donations between public welfare foundations? Does this donation method affect the overall operational efficiency of the charity foundation? If this method of donation affects the comprehensive operational efficiency of the charity foundation,is the cross-donation between the charitable foundations a positive or negative effect on the overall operational efficiency of the foundation? This is subject to further verification.Firstly,based on the status quo of China's public welfare foundations and the development of the system,the research background and significance of this paper are discussed.Secondly,based on the analysis of relevant literature and resource dependence and principal-agent theory,this paper obtains the resources and organization from the public welfare foundation.The three stages of management efficiency and project operation efficiency analyze the specific impact of cross-donation among public welfare foundations on the operational efficiency of the foundation.Third,based on the relevant literature and factor analysis method,the 2015 corporate background public welfare foundation is studied.Samples,using factor analysis to calculate the resource acquisition ability,organizational management efficiency,project operation efficiency of the public welfare foundation,and establish the research model of this paper after controlling the number of employees,the number of volunteers,whether to invest or entrust financial management,and the age of establishment.The multivariate linear regression was used to empirically test the impact of cross-donation of public welfare foundations on the operational efficiency of different stages.Fourthly,based on the regression results of the previous article,the impact of cross-donation between public welfare foundations on the comprehensive operational efficiency was analyzed.The regression results display that for donors,cross-donation between public welfare foundations improves the organization's resource acquisition ability and project operation efficiency;cross-donation between public welfare foundations reduces the efficiency of the organization's organization and management.From the perspective of resource dependence,because the donors and the recipients have resource dependence,the two parties operate differently at different stages,resulting in mutual complementarity between the two parties.Through cross-donation,the two resources are optimized and effectively integrated in the resources.The ability to acquire and the efficiency of the project is accompanied by a resource dependency that produces an effect of 1+1>2.Therefore,when a foundation has more donation income but no better donation projects,the public welfare fund can try to donate its own resources to better projects under the supervision of the public and regulatory authorities.A charitable foundation that operates efficiently,thereby enhancing the overall welfare of the society and better serving those in need.From the perspective of the principal agent,the cross-donation between the public welfare foundations increases the principal-agent chain between the organizations,which increases the transaction cost and reduces the organizational management efficiency of the public welfare foundation.Therefore,public welfare foundations should strengthen their supervision and reduce the agency costs of public welfare foundations.Exploratory research found that cross-donation between public welfare foundations is significantly and positively related to the comprehensive operational efficiency of the foundation.Cross-donation between public welfare foundations has a positive impact on the improvement of the overall operational efficiency of the foundation.Therefore,under strict supervision,the government should encourage charitable foundations to use cross-donation advantages to complement each other and improve social welfare.However,complex donation methods also provide opportunities for the joint venture of public welfare foundations and enterprises,which will have an impact on the independence of public welfare foundations.Therefore,how to balance the independence and resource dependence between public welfare foundations is a practical practice.The empirical research conclusions of this paper can provide the empirical evidence for the regulatory authorities in the process of system formulation,optimize the supervision effect of relevant departments on public welfare foundations,and promote the healthy development of China's public welfare foundations and non-profit organizations.
