Research On Public Participation Behavior In Network Anti-corruption

With the development of Internet technology in China,the Internet is profoundly affecting all aspects of social public life.In particular,the use of anti-corruption has made the Internet a bridge between the official anti-corruption agencies and the public,and a tool for the public to express anti-corruption appeals.Since the 18 th National Congress of the Communist Party of China,high-pressure anti-corruption,the public through the website,Weibo,WeChat,forums and other online platforms to express anti-corruption appeals,participation in corruption governance has become more prominent.Judging from the anti-corruption cases of the past network,the“ civil-official ” anti-corruption information exchange platform has basically taken shape,which has broadened the channels of participation and enhanced the diversification of the main body of corruption governance.However,due to the imperfection of current network legislation and the irrational factors of cyber virtual space citizen participation,the citizen participation in corruption governance is alienated.This requires an in-depth analysis of the internal mechanism of citizen participation in the current network social corruption governance,and the establishment of government-civilian interaction.An effective platform to guide citizens to participate in rational and orderly.Network irrational behavior is easy to cause ethical concerns and moral crisis.Excessive network search is easy to infringe on the privacy and reputation rights of others,and the arbitrariness and disorder of citizen participation can be caused by imperfect network management.This paper deeply explores the conditions of public participation in network anti-corruption from the four levels of law,economy,society and technology.In order to deeply study the characteristics of public participation in network anti-corruption behavior,and effectively guide the public to participate in network anti-corruption orderly,this paper refers to the concept of “iceberg” model.Objective and subjective aspects summarize the public participation in network anti-corruption characterization and perception.Firstly,through the case analysis method,90 typical cases of public participation in the network anti-corruption from 2012 to 2018 were collected,and the characteristics of public participation in network anti-corruption behavior and the current status of network anti-corruption were objectively presented.The current publicparticipation in network anti-corruption characterization was further studied.The summary includes the identity and methods of the network anti-corruption participants,the topical characteristics of the corruption cases,and the analysis of the official response effects.The negative effects of public participation in online anti-corruption behaviors are summarized,including the risk of citizen privacy disclosure,the risk of reporting and the risk of infringement of the legitimate rights and interests of the reporter and the interference of the public.Then,through the questionnaire survey method,the public participates in the subjective perception questionnaire of the network anti-corruption behavior,and distributes it in the platform of the public participation in the network anti-corruption active anti-corruption and the network anti-corruption typical case outbreak is concentrated,aiming at grasping the public's perception of network anti-corruption The situation includes the public's analysis of anti-corruption perception,the characteristics of public participation in network anti-corruption behavior and the ability of the public to participate in network anti-corruption risk identification.Finally,combined with the characteristics of the public participation in the anti-corruption of the network and the characteristics of subjective perception,it proposes to construct an official system to guide the public to participate in the network anti-corruption order,and guide the public to participate in the network anti-corruption strategy optimization,including the collection and judgment of public opinion,public and official anti-corruption.Departmental communication platform,strengthening network supervision and corruption response mechanism and protection of network reporters' rights and interests.
