Fuquan Municipal "112 Dispute Resolution Model" Of Guizhou Province

Social governance at the grassroots level has always been a matter of great concern to China and the Communist Party.It is about building a law-based society in China.All parts of the country have developed diversified dispute resolution modes with local characteristics according to the situation of the local social and economic development.At present,the diversified dispute resolution mechanism with judicial as the core has been developed to varying degrees in the country,but it is still far from the completion and improvement of the mechanism.In order to summarize,refine and popularize the useful experience of Fuquan People's Court as soon as possible,this report summarizes the experience of Fuquan "112 Dispute Resolution Model",which was summed up by Fuquan People's Court and other departments,in order to make a little contribution to improve the social governance at the grassroots level in China.This paper investigates the necessity of the grass-roots social governance model and the importance of the "112 Dispute Resolution Model" in Fuquan city,in order to make suggestions to improve the "112 Dispute Resolution Model" in Fuquan city.The main practices of the "112 Dispute Resolution Model" were summarized as follows: building a linkage platform;establishing a set of complaints and reconciliation mechanisms;and improving two convenient service networks.The main guarantee mechanisms are: personnel guarantee mechanism,funding guarantee mechanism,and system guarantee mechanism.Based on the comprehensive analysis,this paper summarizes the effects of "112 Dispute Resolution Model" in Fuquan city from the aspects of social effect and legal effect.According to the survey data,it was found that although the "112 Dispute Resolution Model" in Fuquan city has achieved certain results,there are still some problems in the process of operation of the mechanism.For example,the diversified dispute resolution mechanism has not been well integrated,the personnel and funds have not been guaranteed,the assessment and supervision mechanisms have imperfections,and the information-based construction is difficult.The results of research were concluded,namely the key to the success of the "112 Dispute Resolution Model" in Fuquan city is to give full play to the role of grassroots mediation organizations and the method for improving the model is to integrate resources to form a synergy.In general,Fuquan's "112 Dispute Solution Model" is established in line with the needs of the current judicial system reform.Furthermore,four suggestions were put forward for the existing problems: integrate the power to formulate the list of powers and responsibilities,increase the investment of personnel and funds,improve the assessment and supervision mechanism,and strengthen the construction of information technology to make full use of the big data network in Guizhou".
