Optimization Of Dispute Resolution Mechanism In Grass Roots Society

Since the 18th National Congress of the Communist Party of China,the Central Committee of the whole Party has put forward a series of strategic goals,such as"perfecting the system of state and social governance,improving the ability of governance" and "building a pattern of social governance shared by the whole people".Compared with "social management",social governance pays more attention to the diversity of governance subjects,advocates democratic,participatory and interactive management,emphasizes the equal status and synergy of various forces in social governance,and emphasizes greater social participation and social coordination.Constructing a diversified dispute resolution mechanism with Chinese characteristics is an important step in establishing a moderm national governance system and an important symbol of improving the national governance capacity.Through the analysis of Xiaoshan's indigenous diversified dispute resolution mechanism,the author finds that there are many shortcomings in the indigenous grass-roots social diversified dispute resolution mechanism,such as imperfect system design,disjointed mechanism construction and society,attaching importance to dispute resolution but neglecting dispute prevention and repairing damaged social relations.Summarize and analyze the deficiencies of grass-roots practice at this stage,the author believes that the core problem of the localization of diversified dispute resolution mechanism at this stage is that it can not really practice the concept of governance in the mechanism construction.Therefore,from the perspective of social governance,combined with the advanced experience of foreign countries,this paper studies the optimal path of the localization and diversification of dispute resolution mechanism in China,and discusses several strategies,such as perfecting and perfecting legislation,optimizing system design,excavating social forces,strengthening social guidance,and strengthening community governance puts forward the corresponding countermeasures in order to promote the realization of the social good governance goal through the continuous optimization of the dispute settlement mechanism.
