The payment system is the core infrastructure of a modern market economy and financial activities.Safe and efficient payment system is an important guarantee for the sustained and healthy development of economy and finance.With the advent of the era of big data,the internet third-party payment has made great achievements and became the leading force to change our traditional financial industry in the recent decade.While it's developing rapidly,the growth of the internet third-party payment also appears to be brutal.Disorderly competitions in the market,the provision depository mode,as well as the increasing risks of money laundering and other financial crimes,all the above have made timely supervisions and managements conducted by relevant authorities necessary.The “Measures for the Administration of Payment Services for Non-Financial Institutions” issued by the central bank in 2010 brought the third-party payment under regulation.A basic legal framework has been built by relevant authorities with their continuous attempt since then.However,compared with the current situation of the internet third-party payment,the establishment and improvement of the legal system of supervision is far more enough.This paper consists of four parts: the first chapter introduces the current situations of the internet third-party payment service and financial supervision,so that leads to the necessity of our study on regulatory system.The second chapter gives a thorough discussion on the defects of the current regulatory system of the internet third-party payment service,makes an analysis of the main problems within the legislation and supervision.The third chapter draws a lesson from the US and the EU's legislation and supervision system.The fourth chapter makes several suggestions from the aspects of supervision principles,legal system and supervisory methods based on the former three chapters.
