The Research On The Matters Of Local Character Of The Creative Local Regulations

The establishment of cross-administrative-division Procuratorate is an important measure for the central government to avoid the interference of local protectionism in the administration of Justice?In this paper,the concept of cross-administrative division procuratorate is defined by the background and value of the establishment of the administrative department of cross-administrative divisions.In addition,this article also combs the current domestic and foreign research and practice on the cross-administrative divisions procuratorate and the specific practice,also take the Shanghai Municipal People's Procuratorate of the third branch as a sample of the current cross-administrative divisions of the reform of the Institute of empirical analysis,the effectiveness and the dilemma.On the basis of comprehensive analysis of each view,combined with the practical exploration of the pilot project,from the case jurisdiction,level set,set up institutions and other aspects of cross-administrative division of the Procuratorate to find a feasible reform path.
