With the deepening of the reform of the judicial system,procuratorial organs take judicial case handling as the central task,and internal administrative management is an important guarantee for judicial case handling and organ operation.As the basis of the procuratorial system,grass-roots procuratorates cover more than 80% of prosecutors and handle more than 90% of cases.They have played a very important role in the entire procuratorial system.Therefore,how to strengthen the internal administrative work of grass-roots procuratorates has become an urgent issue.At present,in the research of procuratorial theory,most of the research results on procuratorial work mainly focus on procuratorial work,and relatively little research on the internal administrative work of procuratorial organs.During the reform process,the internal administrative work of the procuratorial organs was affected to a certain extent.For example,the internal administrative work mechanism was not straightened out,and the work process was not optimized.There is a big gap with the post prosecutors in other aspects,and the enthusiasm and subjective initiative of judicial administrators are affected to some extent.These issues require us to actively respond to and resolve them vigorously.The research object of this article is the county-level grass-roots procuratorate in Binzhou City.The Procuratorate in District B of Binzhou City is selected as an example.By investigating the current status of the administrative management work of the Procuratorate in Zone B,it is found that there are problems in the operation of the internal administrative management work of the Procuratorate,such as complexity of work,execution needs to be strengthened,work procedures are not straightened out,and results-oriented are too prominent.Judicial administrative staff management exists Weak personnel status,brain drain,inadequate occupational security,and inadequate training mechanisms.The internal administrative agencies(hereinafter referred to as comprehensive departments)have problems such as a small number ofadministrative agencies and inadequate connections with their superiors.This article analyzes the problem in depth,summarizes the reasons for the problem,and proposes countermeasures to improve the internal administrative management of the grass-roots procuratorate in Binzhou City in combination with the actual work of the Procuratorate in B District.Sense of professional identity and optimization of post staffing;secondly,establish a scientific and reasonable personnel management system,increase the emphasis on administrative management in the work,improve the personnel recruitment mechanism,strengthen personnel training and security,and improve personnel incentives;Set up internal comprehensive departments,further integrate functions,promote the construction of internal administrative service centers,refine the division of labor,and promote the efficient operation of the new internal institution system.This article analyzes the internal administrative work of the Procuratorate in Zone B,and then puts forward suggestions for improving the internal administrative work of the grassroots procuratorates in Binzhou City.It is hoped to provide a reference for the grassroots procuratorates to improve the efficiency and quality of internal administrative work and better serve to ensure judicial handling of cases.
