In order to fulfill the increasingly needs of people,the Chinese government proposed“ the structural reform of the supply in service ”.It is a significant strength that the reform would like to build a moderately prosperous society and achieve the Chinese Dream.It originates from supply-side,aims to adjust irrational structure of public service supply,promote effective supply,dispose invalid supply and give people better and diversified public service.It complies to people's real demands,not ignores the demand side.Xi Jinping's thought of socialism with Chinese characteristics in the New Age provides ideological guidance for the reform,it fits the concept of Marxist Humanistic Thought and has effect on the government,enterprise and social to participate in public service supply and releases the market vitality.Since the reform and opening up,the public service reform has made certain achievements.The level of public services has been gradually improved,social capital has been encouraged to run schools,China gradually pays attention to rural health care and facilities,encouraging doctors and nurses to work in rural health institutions;enterprises are required to openly recruit talents,and guarantee the employees 'security right in work.In addition,the degree of specialization in public services has been deepened,the scope of public services clients,infrastructure development and people's right to enjoy public services has been gradually expanded.But now,there are some problems like the supply thinking is backward,government officials lack the enthusiasm to serve people;the single supply subject,the government monopolizes the public service resources,so the market and social has less opportunity to join in supply;the supply mode lacks innovation,integration of public service supply,science and technology are not strong;the supply of resources is uneven,it appears big gap in the services' supply between urban and rural areas,the matching of resources is not high;the supply system is not perfect and lacks legislative protection and responsibility definition.Based on the analysis of the reasons for the problems of public service reform in new normal,study typical developed countries and according to China conditions,this paper has continue to analysis and research and puts forward innovating the concept of public service supply and centered on people;construct the multiple supply subject to attract the market,social organization and private to participate in the public service supply;improve the content of service supply and put public services around people;broaden access to services,expand the content of government purchases of services,and make a services' information list by big data;construct perfect system,improve the legal system and enhance the ability for independent innovation,make public services supply standardized under the principles of universality,openness,innovation,integrity and authority.
