PPP(public-private-partnership)refers to the public-private Partnership supply model established by the government and the society to provide Public goods and services.Since 2014,the use of PPP model to supply public services has been rapidly promoted in China,and has gradually become an important driver for the government to supply services and change its role in the public sector.With the rapid development of China's economy and the acceleration of the urbanization process,the people are increasingly longing for a better life,and they start to seek better and higher quality public services from the government,which poses higher difficulties and greater challenges to the ability and level of governments at all levels to provide public services."We will improve the public service system to meet the people's growing needs for a better life," xi said.In our real life,however,in our country economy enters a new normal today,government with its limited energy,financial and material resources,existing supply of public services means not enough professional,inefficient supply,supply quality is not high,the government as a public service providers and producers,both on the quality and efficiency of public service supply are difficult to meet the demands of the people,the people's demand for high quality of public service and the supply of public service government effectiveness insufficient now has become a major challenge facing the government.At the same time,PPP,as a new public service supply method introduced from foreign countries,can give full play to the advantages and advantages of both sides by attracting experienced,capable and interested private sectors to participate in the high-quality supply of government public services.Through the practice and development in recent years,the PPP has gradually become an effective way to realize the reform and innovation of government institutions.Through the strict supervision of a series of documents issued by the state since 2017,the PPP model has become an important means to improve the supply of public services and promote social investment.It plays an important role in the development of China's new urbanization,rural revitalization,poverty alleviation,and winning the"three major battles" and other major national livelihood strategies.The guiding opinions on promoting the mode of government-social capital cooperation in the field of public service require that the mode of government-social capital cooperation be widely adopted in the field of public service such as transportation,education,medical care,health care,water conservancy,old-age care,science and technology.Therefore,the study of PPP is of great significance to the supply of public services.This paper takes the PPP project of innovation valley in jinan high-tech zone as a case study.Firstly,the research background and significance of this thesis are analyzed,and it is emphasized that in the context of China's current government's deepening of supply-side reform,the promotion and application of PPP is conducive to poverty alleviation.One Belt And One Road construction,rural revitalization,urbanization and many other national public service strategies for people's livelihood.Further analysis of domestic and foreign experts and scholars on the PPP and public service supply research theory and direction;Based on the supply-side structural reform theory,new public management theory and principal-agent theory,the relationship between PPP and public service supply is comprehensively analyzed by using semi-structured interview method,case analysis method and comparative analysis method.By sorting out the connotation of PPP model and government public service,this paper focuses on the definition,operation mode and public service supply of PPP model.After that,the author described the implementation process of the PPP project of innovation valley in jinan high-tech zone in detail,and used the interview method to analyze the problems and deficiencies in the implementation process,so as to explore the countermeasures and Suggestions of using the PPP to supply public services.Finally,by using the experience of the implementation of the two countries Britain,Singapore and China domestic happiness the PPP projects,Hong Kong metro PPP project,Beijing metro line 4,the PPP project implementation experience,in case problems and comprehensive analysis on the basis of summarizing the domestic and foreign classic case,for the future of our country government adopts the PPP mode supply public service provides the rationalization proposal.
