The Anti-bureaucratism In State-owned Commercial System In Early Days Of New China

Anti-bureaucratism has been a vital political experience of CPC from land revolution times till now.Whether in CPC's core leaders' works or CPC's official documents,‘bureaucratism' is frequently quoted.Rectifying bureaucratism periodically has been an important means of ensuring political morality's purity and securing political legitimacy for CPC.Studies on CPC's anti-bureacratism contributes to our observation on the experiences and logic of CPC's self-governance,and to our comprehension of how CPC establishes solid legitimacy.The existing research on CPC's anti-bureaucratism mostly concentrates on restating prolonged and transregional anti-bureaucratism practices in a general way,and reorganizing the statements and cognition on bureaucratism of first generation of core CPC leaders.The existing research rarely pays attention to detailed historical anti-bureaucratism case,which results in our ignorance of the front-line employment and implementation experience of CPC's anti-bureaucratism struggle,and results in our ignorance of the actual manifestation of CPC bureaucratism in practical daily work.Referring to news papers,collected works,central government files and other historical materials,this paper restores an anti-bureaucratism event of state-owned commercial system in 1953??The Chongqing Department Store Anti-bureaucratism Event,which enables us to find out the characteristics of bureaucratism in state-owned commercial system,and reveal the political and economic logic in state-owned commercial system's anti-bureaucratism struggle.By sorting and analyzing historical literature,we find out that the reason why Chongqing municipality's People Supervision Committee chose Chongqing department store to launch a anti-bureaucratism movement was highly related to the special political and economical background at that time.In the 3 years' national economic recovery period in early days of new China,state-owned commercial system carried out the ‘Supply System' centralizing the employing power of capital and goods.This system resulted in the cadres' severe ‘supply system thought' and mass capital's overstock and waste in state-owned commercial system.In 1953,the large-scale economic development plan's start imminently required construction capital.For capital accumulation,the Ministry of Commerce instructed nation-wide state-owned commercial system to get rid of ‘supply system thought' and bureaucratism and implement ‘economic calculation system'.At the same time,the regulations of new China's People Supervision Committee required the committees at all levels to cooperate with government to complete central missions.Thus,for assisting economic development Chongqing municipality's People Supervision Committee launched Chongqing department store's anti-bureaucratism movement,intending to get rid of its ‘supply system thought' and bureaucratism,accelerate its implement of ‘economic calculation system',make its cadres establish idea of accurate count,and accumulate precious capital for economic development.From the historical experience of Chongqing department store's anti-bureaucratism event,referring to other related historical literature,the paper concludes and summarizes the features of bureaucratism in state-owned commercial system in early days of new China.The main causes of state-owned commercial system's bureaucratism are that the plan-oriented state-owned commercial institution corrodes commercial cadres' economical rationality,that ‘guest thought' resulted in the cadres' sluggishness for leading work,and that demobilized armyman's ignorance about commercial leading work.State-owned commercial system's bureaucratism's embodiment are commercial cadres' loss of economical rationality and the wrong thought of apolitique.The fundamental solution to rectify state-owned commercial system's bureaucratism is implementing the commercial operating institution that can stimulate cadres' economical rationality.
