| Chengdu-chongqing economic circle is another national regional development strategy following Beijing-Tianjin-Hebei,Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area.Its goal is to form "one pole,two centers and two places" with national influence,which is also a proper meaning of the high-quality economic development cause advocated by China at present.Public service integration is the twins in chengdu-chongqing region,the important contents of the construction of the economic integration,by collecting relevant data,found that at present already in sichuan and chongqing in education,health care,housing,employment,social security and other related to the basic livelihood of the people’s cooperation,in the economic circle,the sharing of resources,people’s living standards gradually improve quality.Based on this,this paper puts forward a question: under the background of promoting the construction of chengdu-Chongqing Twin cities economic circle,what is the current situation of government cooperation in the supply of basic public services in the economic circle? This big problem can be subdivided into the following small problems: First,what cooperation have the governments of chengdu-Chongqing urban agglomeration conducted in the supply of basic public services? What formal or informal agreements have been signed? What is the cooperation mechanism among the actors? Second,what are the problems and causes of the current cooperation between the two governments? Third,in order to improve the efficiency and efficiency of the supply of basic public services and solve the difficulties of cooperation,what kind of optimization should be carried out?Through the literature review of inter-government cooperation in the construction of domestic economic zones,scholars have made abundant studies on the mature special economic zones.However,because chengdu-Chongqing economic circle is under construction,there are few studies on the supply of basic public services.Therefore,based on the experience of urban agglomerations in developed regions and the actual situation of Chengdu-Chongqing region,this paper analyzes and studies the current situation,problems and causes of government cooperation in the basic public service supply of chengdu-Chongqing urban agglomerations.This paper first sorts out the current situation of inter-government cooperation in the supply of basic public services in Chengdu-Chongqing economic circle,and analyzes the inter-government cooperation mechanism adopted in chengdu-Chongqing economic circle by using the cooperation mechanism model in the theoretical framework of institutional collective action,and finds that most of them are embedded cooperation mechanism and contractual cooperation mechanism.Secondly,the successful experience of inter-government cooperation in Beijing-Tianjin-Hebei Region,Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area is sorted out,their advantages and characteristics are analyzed,and the experience suitable for the development of Chengdu-Chongqing economic circle is explored.Then,questionnaires are designed from the three aspects of cooperation agreement reaching stage,implementation stage and effectiveness evaluation stage to explore the satisfaction degree and existing problems of government cooperation in economic circle at the present stage.It is found that the inter-government cooperation in Chengdu-Chongqing economic circle has the following problems: weak cooperation intention when cooperation is reached,lack of cooperation contract spirit when cooperation is carried out,inaccurate evaluation of results after cooperation is completed,etc.In view of the above problems,the two places can improve the supply efficiency of basic public services in Chengdu-Chongqing economic circle from the following aspects: cultivating consciousness,establishing incentive mechanism,perfecting organizational structure,perfecting laws and regulations,and constructing evaluation system. |
