In today's world pattern,the overall situation is stable,but in fact,the undercurrent surges,and there are many hidden problems.As far as the political structure is concerned,it is more necessary to examine and solve the problem of international justice from a macro-philosophical perspective.After Rawls' Justice Principle was first published in 1971,it made outstanding contributions to the issue of justice from the perspective of the relationship between society and individuals.Subsequently,the Universal Law came out,discussing how to make laws for the whole world by representatives of democratic countries.However,John Bordley Rawls' thought still needs to be further promoted in the complicated theory of global justice.Thomas Winfried Menko pogge is a representative of contemporary cosmopolitanism.He is deeply influenced by Rawls.In the study of global justice,Borg critically inherits Rawls' justice thought.Beginning with Borg's works Rawls: Life and Justice Theory and Realizing Rawls,this paper attempts to clarify how Borg develops the theory of global justice under Rawls' theory,then to World Poverty and Human Rights: Universalist Responsibility and Reform,Politics as usual: What Hidden behind Supporting the Poor,Ways to Global Justice and Humanitarian Care,etc.As the main material,and adding other first-hand and second-hand materials,this paper explores how Borg constructs Global Justice on the basis of Rawls' theory and applies it to the field of practical problems.Borg emphasized the important role of social system(including domestic system and global system)in leading to and eliminating global poverty.He emphasized the moral importance of institutional negative obligations.In order to evaluate the justice of social system reasonably,Borg advocated the use of basic human rights as the minimum moral standard of social system evaluation.By sorting out Thomas pogge's theory of global justice,this paper not only reflects on the previous theory of justice,but also revises and supplements it,and provides a new paradigm for formulating human development policies.Thomas Borg's research not only enriches our understanding of justice theory,but also provides theoretical guidance for solving many contemporary injustices,provides a theoretical framework for policy-making,and provides a new way of thinking for realizing social justice.However,his theory is idealized,and his theory of international justice definition and distribution is insufficient.It has been questioned heavily,which has also led to a bumpy road and slow pace in the process of practice.
