Research On Government Supervision Responsibility Of Private Kindergartens

In the 21 st century,with the rapid development of science and technology,private kindergartens in our country have also ushered in new opportunities for development.According to data,private kindergartens have surpassed public kindergartens in terms of numbering of kindergartens and teaching staff.In fact,private kindergartens have become the leading force in the development of preschool education in China.Private kindergartens play an important role in resolving the problem of "difficulty in enrollment and high cost in kindergartens" and alleviating preschool education pressure.However,although the development of private kindergartens in China has shown a good momentum,it is still immature,and there are still many problems to be solved.Especially in recent years,a series of kindergarten incidents frequently exposed,such as "child abuse" incidents,school bus safety incidents,high-priced kindergarten incidents,the vast majority of the involved are private kindergartens,which undoubtedly pushes private kindergartens to the forefront of the wind,causing strong social concern.In this context,the public has paid more attention to the subject of supervision responsibility of private kindergartens,focusing on whether the government's responsibility in supervision of private kindergartens is clear and implemented.Therefore,in order to ensure the healthy development of private kindergartens,the most important thing is to clarify and implement the responsibility of the government in the process of supervision of private kindergartens.The relatively complete legislation on government supervision responsibility of private kindergartens is an important guarantee to promote the healthy development of private kindergartens in China.Since the founding of the People's Republic,especially since the reform and opening up,a large number of relevant laws and regulations have been promulgated by governments at all levels.Legislative texts with static state as the final form of expression will imply the value relationship and value concept that they expect to adjust in the process of formation.Based on the current relevant laws and regulations in our country,through combing and interpreting the relevant laws and regulations,this paper makes a comprehensive normative analysis of the legislation of government supervision responsibility of private kindergartens,which can deepen the understanding of its legislative status to a certain extent.In order to further analyze the problems existing in the legislation of government supervision responsibility of private kindergartens,we can use the legislative system and the responsible owners.The four aspects of body,scope of responsibility and accountability are discussed.Finally,the suggestions to improve the legislation of government supervision responsibility in private kindergartens can enrich the institutional basis of government supervision responsibility system in private kindergartens,and then standardize the construction of government supervision responsibility system in private kindergartens,ultimately promote the healthy development of private kindergartens,implement government supervision responsibility,and promote the legislative process.Therefore,in order to improve the legislation of government supervision responsibility of private kindergartens,we should make efforts to integrate the legislative system of government supervision responsibility of private kindergartens,clarify the main body of government supervision responsibility of private kindergartens,clarify the scope of government supervision responsibility of private kindergartens and strengthen the investigation of government supervision responsibility of private kindergartens,and put forward suggestions.
