Over the reform and opening up,especially since the commercialized reform of urban housing,the housing price in our country has been continuously rising and climbing to new heights.In order to promote the steady development of real estate markets,governments at all levels and their related departments have issued a number of regulations and countermeasures.However,most of them limited to demand-side management,like the restrictions on property purchase,loan,down payment and so on.The effect is not ideal.The supply-side regulation policy and long-term mechanism are still in the process of construction.This paper works with the supply-side factors of land transfer mode,by using the relevant theoretical knowledge of real estate economics and adopting the research method of combining normative analysis with empirical analysis,it briefly combs the evolution of land transfer mode in our country.On the basis of analyzing the forming background and the cause of formation of the current land transfer mode,this paper probes into the internal relation on current land transfer mode with the land and house price in China from the general theoretical aspect,it reveals the transmission mechanism of land price and real estate price which rising in turn and interacting with each other under the current land transfer mode.Then,the existing problems of land transfer mode and its negative effects on economic and social welfare are analyzed thoroughly.Finally,the paper designs primary conceives on the reform and innovation of the current land transfer mode,puts forward the group bidding mode,and demonstrates its advantages and feasibility.In addition,this paper also offers some policy proposals on perfecting the current land transfer mode and constructing the bidding mode of group bidding,aiming to provide reference for improving the real estate policy.In addition to the introduction,the article mainly includes the following five parts:The second chapter(the historical evolution of the land transfer mode in China)systematically reviews and combs the evolution of the land transfer mode in China,it reveals the formation background and causes of the current land transfer mode.The main ideas and conclusions are as follows: the mode of land transfer in our country has experienced three historical stages: free transfer,paid transfer testing and the popularization of paid transfer.Among them,the mode of voluntary assignment has the characteristics of no price,no liquidity and no time limit,which is not conducive to the rational allocation of land resources.In the meantime,the mode of paid transfer,especially the pattern of "bid,auction and listing",comes into being under the background of economic marketing reform in our country.It is also a mode aiming at discovering land resources price and realizing the market-oriented allocation of them.This method plays a positive role in promoting the externalization of land value,but the inner defect should not be ignored.As a result of certain historical background,it will be replaced by a more complete mode.The third chapter(Impact of "bid,auction and listing" on housing prices)discusses the relationship among current land transfer mode,land price and house price from a general theoretical angle,at the same time,it reveals the conduction mechanism of the increase and interaction between land and estate price under the current mode.The foundation is laid for further analysis on existing problems and negative effects of the "bid,auction and listing" method.The main point and conclusion of this chapter is that,because of the quiet different specific rules of the three modes,the effect on land price is varied.The land price is directly affected by the mode which is one of the factors in supply-side reform.While the housing price,in turn,will influence land prices through the expected effect and the demand,thus triggering an increase in housing prices and land prices.The fourth chapter(the problem and the negative effect by the mode of "bid,auction and listing")combines the actual situation in the development of the real estate market in China and comprehensively demonstrates the problems and the negative effects by using relevant data.Through analyzing,it can be found that the current land transfer mode has main disadvantages of opaque information,non-standard bid evaluation system,easy collusion among participants and excessive emphasis on high price in the transfer rules,and so on.A series of issues will further strengthen land scarcity expectations,boost land and housing prices to a record high.In addition,the huge amount of land transfer money will increase the dependence on land finance,making the local government tend to develop real estate and related industries,which will lead to the imbalance of regional industrial structure.The fifth chapter(Group bidding mode-the initial exploration of land transfer mode innovation)is based on the evaluation of the existing innovative transfer mode and its application cases in some parts of China mentioned above,designs a target mode on the reform and innovation to adjust land transfer mode in China.This paper puts forward a new mode of group bidding.The main point and conclusion of this chapter are as follows: through standardizing the qualification of participants,the form of land price payment and the evaluation system of bidding,the land transfer can reflect the real demand condition factually in the market.It can curb speculative demand while fully ensuring rigid demand,improving the efficiency and accuracy of land and housing supply.Group bidding mode is a target mode worth considering in the process of reform and innovation of current land transfer mode in China.The sixth chapter(the suggestion of perfecting land transfer mode)mainly from three aspects: perfecting the existing laws and regulations,standardizing the operation process and internal mechanism of "recruitment and bidding",and actively creating the implementation environment and conditions of the group bidding mode.This paper puts forward some countermeasures and suggestions for perfecting the existing land transfer methods and better carrying out the bidding mode of organizing groups.
