As the aging problem in China has intensified,the society has paid more and more attention to the issue of old-age pension,and the public's demand for old-age pension services has been expanding.First,however,at this stage,with the development of the economy and the movement of the population,the family pension model can not meet the needs of the elderly.At the same time,it is not feasible to rely solely on the public old-age institutions to meet the needs of the elderly in China under the condition that the number of public old-age institutions is limited.This demand and supply imbalance in the old-age service market has decided to require the introduction of more subjects to participate in old-age service.Secondly,in the old-age security system of our country,the government mainly provides old-age insurance funds.Cash can only meet the basic living needs of the elderly,but the multi-level and Humanized service demands for the elderly can not meet the requirements.Therefore,the provision of old-age services by the government as a single service provider can not meet the needs of the elderly,and it is very difficult for the elderly to rely solely on the government to provide a good old age security.In order to ease the burden on the government,At the same time,it can ensure the quality of life of the elderly in old age.A new type of old-age pension model called for by the society began to appear,that is,social enterprises participate in old-age care services.Social enterprise is an emerging form of organization,which has the dual characteristics of for-profit enterprises and non-profit organizations.Social enterprises are more and more concerned by the society because of their unique advantages.In our country,social enterprises are still in the initial stage.Some problems arise in the process of social enterprises 'participation in old-age care service.Because social enterprises do not adapt to local conditions,social enterprises appear to be small in scale and slow in development.Since social enterprises do not have clear laws and regulations to protect them,their legal status has not yet been established,resulting in low public understanding and recognition of social enterprises,coupled with the lack of monitoring and evaluation mechanisms for social enterprises' participation in the old-age care process.As a result,social enterprises are mixed in the process of participation.Therefore,in order to solve the difficulties,social enterprises should pay attention to the development of their own competitiveness,through the protection of laws and regulations and the exploration of new innovative ways to promote social enterprises to participate in old-age care services,so as to meet the senior citizens' demand for high-quality old-age care services.This article,starting from the basic national conditions of aging in our country,starting from the origin and basic definition of social enterprises,compares the various definitions of social enterprises by foreign scholars,and draws the definition of author's tendency.Based on the present situation of social enterprises 'participation in old-age care service and the case of Qiandao Villa Nursing Center in Fuping County,Liaocheng City,Shandong Province,the necessity and advantages of social enterprises' participation in old-age care are put forward.Based on the model of asking questions,learning from experience and solving problems,this paper raises questions about the inadaptability of social enterprises in the process of participating in old-age care services,the lack of government legal security,the ambiguity of participation methods,and the lack of supervision and evaluation.Based on the theory of Marxist population theory and socialism with Chinese characteristics,this paper analyzes the problems and puts forward the countermeasures and suggestions to improve the participation of social enterprises in old-age care service under the new era.
