A Study On Credit Construction In The Field Of Anti-fraud Of Minimum Living Security In Xiangyang

As the last security in social security system,minimum living security system has always been the last defensive line to solve the poverty problem during our social development,which also plays an active role in ensuring citizens’ basic right and achieving the goal of the redistribution of social wealth.However,minimum living security allowance system still has significant loopholes in audit,supervision and law enforcement from legislation or practical operation.Such disadvantages as the faultiness of security system,great temptation of welfare superposition,low price of violation,high tolerance of the society,weak supervision and punishment of the government all account for further spread of minimum living security fraud.In order to suppress the phenomenon of minimum living security fraud,Civil Affairs Department has carried out a number of anti-fraud work,and established systems of household investigation,democratic evaluation,public display,layer-based auditing and spot check,etc.Nevertheless,development of the times and the concealment of fraud make it hard for traditional administrative measures to prevent,supervise and punish such fraud acts.In 2011,relying on the data of 14 government departments,Civil Affairs Department of Xiangyang City established the Verification Centre of Residents’ Economic Status,which effectively improved the accuracy of the evaluation on economic status of the applicant’s family,and significantly reduced the incidence of fraud in preliminary examination(audit of first-time applicants)and review(review of current beneficiaries).However,the fact that the timeliness of data exchange and the comprehensiveness of data collection cannot be guaranteed makes the verification system only be able to play a limited role.As for the related supervision and punishment,Civil Affairs Department still has not worked out an effective solution.Based on research of the phenomenon of minimum living security fraud and anti-fraud work of minimum living security in Xiangyang City,this article,based on the idea of “taking credit construction as the means”,analyzes the promoting role played by credit construction on anti-fraud work of minimum living security,finds out problems existing of credit construction in the in the anti-fraud field,puts forward systematic and specific solutions based on advanced experience in all fields both at home and abroad,and finishes the idea of credit platform’s modal in anti-fraud field of minimum living security.According to this paper,credit construction is able to promote the completion of anti-fraud work from aspects of morality,technology,application effect and social value.In order to solve problems existing in anti-fraud credit construction of minimum living security including incomplete systems,lag of database construction,scarcity of credit information output and disclosure,and no application of credit result,etc.,this article puts forward countermeasures and suggestions of definitizing the behaviors of discredit behavior,establishing a complete database,pushing credit information through multi-channels,carrying out credit rating and application,establishing a joint punishment system,and improving the credit repairing system and relief system.This article is expected to provide a new solution for anti-fraud work of minimum living security.
