Study On The Operation And Problems Of Urban Residents' Minimum Living Standard

The lowest living security system of urban residents is an essential part of the social assistance system in China,the purpose of the implem entation is to help families with the lowest standard of living,to help them spend their temporary financial difficulties.the agencies daily work of Minimum Subsistence as the executive body of the policy,its import ance is self-evident.This article uses the literature synthesis method and the comparative analysis research method,on the basic subsistence work of Shanxi Province,Datong Xinhua Street as the research object.to analyze the specific process of guaranteeing the work of Minimum Living Security,to study the problems in the implementation of the system of urban subsistence allowances,and puts forward some suggestions for improvement,to make grass-roots residents work more efficient and smooth.This paper mainly introduces the following parts:The first part,theoretical basis for the work of urban residents living allowances.Poverty attribution and vicious circle of poverty related to poverty management,guiding the construction of the system of urban subsistence allowances.At the same time,management of multi subject participation theory,to advocate social assistance behavior into a behavior of social governance.Not only can share the government social work pressure,and guaranteeing the system play a better role.The second part,to make a detailed introduction about the case study of this paper,Datong Xinhua Street.Including the basic situation and characteristics of low income households within the jurisdiction,what the current minimum standard is issued in Datong Xinhua Street,the main process steps and the experience of daily subsistence allowances work.Focus on the streets for the application,investigation,review and evaluation,publicity,payment of the main work of the relief of these stages.The third part,after introducing the case profile,focus on research in the grassroots institutions,low reporting,review and management of the main problems in the work.including minimum living security standard is low,difficulties in the identification of materials to apply for subsistence allowances,for poor management of the minimum living standard families.The forth part,analysis of the reasons for the problems of the grass-roots work:minimum standard of measurement is not scientific and reasonable,can not be adjusted in time according to the level of regional economic development,can not meet the normal needs of Low income families.There are loopholes in the process of supervision and management,makes the staff lack of incentive mechanism,subsistence allowances review the existence of speculation.In addition,the treatment of staff is in low level,the daily review task is heavy,and the general performance management mechanism is difficult to implement,the attractiveness of professionals is weak.The reasons all above lead to low efficiency of work.The fifth part,the basic assurance agency hopes to improve the urban minimum living security system from the perspective of institutional improvement,capital raising mechanism and personnel quality improvement.Learn from the excellent experience of other provinces and cities,computing the minimum living standard in a more scientific and reasonable way,considering the diversity of the population needs,supporting the promotion of special relief system;broaden the sources of funding channels,encourage social groups to donate,to prevent illegal problems happened in examination and approval process.supervision of the diversification of the subject,the combination of internal and external supervision;establishing the evaluation mechanism of subsistence allowances,make a reasonable adjustment of salary standards,attract professionals to join the ranks of subsistence allowances;help the family to seek new jobs,change the concept of the initiative to withdraw from subsistence allowances.
