Research On The Supervision Of Online Donation Platform

With the continuous integration of "Internet and philanthropy",the online fundraising come into being.As a new form of transformation and upgrading to traditional philanthropy,the network fundraising platform has become the main channel for the difficult groups to seek help because of the low-threshold of participation,the wide participation of participants,and the convenience of participation way.However,in real life,some people take advantage of the online fund-raising platform to conduct illegal activities such as “swindling donations” and “pretending donations”.This will damage the credibility of charity.According to the above situation,how to improve the effectiveness and scientificalness of the supervision in network fundraising platform,how to better fulfill the government's main responsibility in the network fundraising platform supervision,and how to better construct the supervision system in network fundraising field are the most important mission to promote the sound development of this platform.Based on these situation and problems,this thesis will discuss and analyze in the following five parts:Chapter One is the introduction.This part mainly elaborates the research background,research significance,research methods and innovation of the network fundraising platform,and elaborates the research status at home and abroad so as to clarify the research object and the entry point of the paper.Chapter Two mainly discusses the theory of the supervision in network fundraising platform and its necessity.Firstly,the concept of supervision in network fundraising platform is defined as well as the governance theory and synergy theory used in this paper.Secondly,this part explains the necessity of platform supervision from three aspects: donor rights,public trust and benign development of online fundraising.Chapter Three mainly analyzes the theory of the status quo and problem of the supervision in the platform of network fundraising.Firstly,this part introduces current status quo of supervision of online fundraising platforms from the perspectives of supervision subjects,methods,measures and procedure.Secondly,through the analysis of the status quo of supervision in the platform of network fundraising,it is found that there are four problems in the supervision in the platform of network fundraising: the unclear powers and responsibilities among subjects,the oneness and hysteresis of supervision mode,the shortage of united efforts in supervision measures and the low transparency ofthe supervision procedure.The fourth part mainly discusses the reasons for the supervision in the platform of network fundraising.This part analyzes the causes of current regulatory problems from four perspectives: system,concept,subject,and information.The specific reasons are as follows: the relevant legal system is not targeted,the administrative supervision mechanism is not perfect;the supervision consciousness is insufficient;the supervision concept is lagging;the multi-subjects are insufficiently coordinated,the online and offline linkage supervision is insufficient;the information review and disclosure mechanism is imperfect,and the transparency of information and feedback mechanism is not perfect.Chapter Five puts forward some measures and suggestions for the supervision of the network fundraising platform.About system,on the one hand,it is necessary to improve the law of network fundraising platform supervision,thereby the targeted property of supervision of law system can be improved.On the other hand,it is indispensable to establish a closed-loop supervision mechanism throughout the entire network fund-raising platform,that is,it is important to do preventive work beforehand,do a good job of supervision and management,and do a good job afterwards.As for the ideas-supplying,first of all,the government should pay more attention to the supervision of the network fundraising platform from the concept perspective.Secondly,it is significant for government to pay attention to the difference between the supervision of the online fundraising platform and the traditional fundraising,change the regulatory concept.About subjects,the thesis proposes to establish a multi-subject supervision mechanism and an online and offline collaborative supervision mechanism.About information,it is valuable to improve the information review and disclosure mechanism and information disclosure and feedback mechanism of the network fundraising platform.
