Research On The Government Supervision Of The Online Fundraising Platform In China

With the development of Internet plus,Internet plus charity has gradually replaced the way of collecting donations under the online collection.The network donation platform has become the main channel for charitable donations and has developed rapidly.According to the "charity Blue Book: China charity development report(2020)",by the end of 2019,China’s online fund-raising platform,as an intermediate channel for online fund-raising,has received more than 1 million people’s clicks,attention and participation in online fund-raising,and received more than 5.4 billion donations,accounting for 4.1% of the total amount of social fund-raising.However,there are still many problems in the network donation platform,such as the platform operation is not standardized,there is unfair competition between platforms,the network donation supervision is not in place,leading to "fraud","fraud" and other anomie phenomenon,the public voice of the network donation platform supervision is more and more strong.In order to deal with the market failure of the current online fund-raising platform,the government has made a series of reactions,and actively adopted measures to supervise the online fund-raising platform,such as the introduction of relevant laws and regulations,interviews and guidance of industry self-discipline.However,under the existing regulatory framework,there are still a series of problems in the government’s regulatory work of online fund-raising platform,such as weak administrative law enforcement deterrence,lag of government supervision,lack of pertinence and fragmentation of multi department supervision,which make the government’s regulatory work of online fund-raising platform ineffective.Therefore,this paper introduces the concept of smart supervision.Firstly,it analyzes the connotation and logical framework of smart supervision,and tries to dig out the deep-seated reasons for the problems existing in the current network fund-raising platform under the guidance of the framework of smart supervision theory.It is found that the reasons for the current government’s ineffective supervision of the network fund-raising platform mainly include the insufficient application of intelligent technology,the lack of information technology and the lack of information technology There are some problems in the information sharing among the supervision departments,such as the imperfect classification of the network fund-raising platform,the single supervision means and the imperfect double random sampling mechanism.Finally,under the guidance of the theory of intelligent supervision,the corresponding optimization countermeasures are put forward,that is,the government should base on the "wisdom" means to achieve intelligent supervision,mainly including the use of intelligent means to establish a sharing platform to promote information sharing among governments,through intelligent data analysis to improve the classification management of network fund-raising platform,and strengthen the pertinence of spot check,In order to provide a new idea for the government to improve the platform supervision,a variety of regulatory means are adopted.
