For a long time,when an individual or his/her family members suddenly suffers from a serious illness,they usually seeking help from their family,relatives and friends first,then from the service institutions,and finally from the relevant government departments or social assistance.Especially for those chronic non-communicable diseases that require long-term treatment,it is a huge amount of money in the treatment or maintenance of life,which imposes a huge economic burden on individuals,families and society.The existing policies of the Party provide certain additional subsidies in addition to social medical insurance for individuals suffering from diseases such as leukemia,congenital heart disease,uremia,breast cancer,cervical cancer,and hemophilia.However,due to the high cost of treatment for patients with major illnesses and the large number of self-paid items,there are many cases where the self-paid part of medical insurance reimbursement is enough to drag patients and their families down.This research paper uses Guangdong to give an example.According to the Guangdong provincial Office of Poverty Alleviation,36% of the 1.76 million relatively poor population were impoverished by medical expenses of serious illness.As an assistant of the party committee and the government in humanitarian work as well as a bridge linking the masses,the rescue work is an important part of the Red Cross' “Three Salvations and Three Contributions".Since established independently in 2004,Guangdong Red Cross Society has initated a few medical assistance programs to help individuals and famlies facing serious illness.Whether it is a natural disasters such as earthquakes,typhoons,mudslide,or people in need who are seriously ill,workers and volunteers of the Red Cross Society will try their best to help them at the first place.The cause of the Red Cross is noble and great for the benefit of mankind,However,some of the seriously ill people are still in deep water,so the relief work needs more people to participate actively and contribute selflessly.In recent years,with the rapid development of internet technology,the constant impact of internet thinking,the increasing number of organizations participating in social assistance,the deteriorated public opinion environment for the Red Cross,and the external challenges encountered by the Guangdong Red Cross Society have been increasing.At the same time,there are still some outstanding problems and contradictions in the process of helping people with major illness due to the agency's limitations on human resources,finances and materials.This paper collects major Medical Assistance projects jointly carried out by 21 prefecture-level and provincial-level Red Cross Society in Guangdong Province,using projects focusing on women with cervical cancer andbreast cancer,and children with congenital heart disease as examples.Through interview method,literature review,comparison and analysis between survey questionnaires and cases,the paper not only discovered the characteristics and impacts of the Red Cross Society's major illnesses support projects but,also found the imperfect aspects and limitations of their aiding process.For example,the low rescue efficiency,weak organization that lacking manpower,inadequate external communication,lack of initiative innovation skills and performance incentives,poor access to rescue information,insufficient funds and other issues.By referring to the domestic and international aid policies and practices,in accordance with public management theories including the theory of good governance,synergy theory and new public service theory,this paper offers the long-term development suggestions on how the Guangdong Red Cross Society can better participate in the Medical Assistance projects,providing assistance to patients and their families,and achieve the goal of accurate poverty alleviation.However,due to the limitation of research resources,this research has certain limitations and will need to be completed with real world experiences.
