Research On Security Management In The Application Of Public Data In Private Sectors

In the era of big,data grows rapidly.With the development of technologies such as the Internet of Things and cloud computing,data has increasingly become an important “capital” of the city.It has enormous value and can enhance the ability of social governance and the living standards of citizens,which is the major opportunities for urban construction and digital economy development.The management and application of data has gradually become the focus of the government.However,the government is struggling with the limitations of its own technical capabilities and has difficulties in analyzing and applying large amounts of public data.In this context,introducing advanced talents and technical forces to process and use massive data,and transforming them into useful information and knowledge to assist government decision-making,which becomes one of the government's explorations for using public data.The application of public data by the private sector has become a common practice adopted by governments around the world,but data is also having huge risks while driving urban development.This paper takes Hangzhou “City Brain” as an analysis sample,and uses private sectors using public data as a starting point.Combined with the basic logic of big data application,this paper analyzes the development process,technical support,data protection and actual results of Hangzhou “City Brain”.It finds that the private sector using public data has produced some notable results.As urban resource,public data bring some negative effects in the process of application.It is mainly discussed from the three aspects of government open data,private ues of public data and super-application of public data and data products.Specifically,the government lacks uniform standards,hierarchical classification criteria,“open licensing agreements” and “intellectual property agreements” when opening public data.In the process of using public data by the private sector,the government's “security awareness is not strong”,"regulation is not in place" and "security technology is not mature",this leads to data security problems.In the super application of data products,it faces "difference in prediction results due to poor data quality","unclear application boundary of data products" and "industry self-discipline",“personal privacy security issues brought about by the limited nature of industry self-regulatory mechanisms." Looking further,the underlying causes of problems in the application of public data by the private sector are the contradiction between the public data's publicity and public welfare and the private sector's profitability and non-profits.On this basis,this paper proposes the security risk prevention in the application of public data in the private sector.It is necessary to further clarify the roles and responsibilities of each subject in data security management,improve policy standards and improve the technical path to optimize the security management of public data.And to ensure data security throughout the life cycle,to promote the application of public data in the city,in order to achieve the value of public data.
