| With the increasing crimes and the development of public securityinformation technology, Shenzhen Municipal Public Security Bureau hasaccumulated a large amount of criminal data, which plays an important role indecision support and crack down on crimes. However, there are some problemswith the application of existing criminal data, which fails to meet the operationalneeds all-around. Therefore, in order to improve the efficiency and crack downon crimes, Shenzhen Municipal Public Security Bureau needs to discoverknowledge based on the criminal data and solve the problems in the applicationof criminal data.In this thesis, several research methods, such as literature research, fieldresearch, interviews and Experience Summarization, are used to figure out howto make good use of the existing criminal data of Shenzhen Municipal PublicSecurity Bureau. By reviewing the art of utilization of crime data, some problemswhich affect the effectiveness of criminal data applications are explored,including the unsatisfied data quality, the improper methods, the incompletemechanism utilizing existing criminal data, and so on. These results are mainlycaused by lack understanding of utilization of data, the outdated informationsystem, unreliable data analysis methods, unqualified staff's quality, lack ofsupervision and control in practice. To resolve these problems, several solutionsare proposed. First, in order to discover the characteristics, patterns andrelationships of the large amounts of data, methods of data mining should beintroduced into the analyzation of crime data. Second, full-text retrieval, queryexpansion, push service could be used to improve the methods of utilizing crimedata. Third, data quality could be enhanced by perfecting the relevant systems.Last, some guarantee mechanisms on the settings of organization, theconstruction of foundational facilities, the supports of finance and the training ofpersonnels are put forward in concept. |
