On Surveillance System Over Government Procurement Of Public Services

In the past decade,government procurement system of our country has developed rapidly.Among them,the government Procurement of Public Services is widely used and develops rapidly.But it also exposed some problems in the relevant mechanisms,such as government procurement of public services related legislation is not perfect,some supervision main body in the lack of the participation of government procurement supervision mechanism of public service,the supervision of the government procurement supervision mechanism of public service scope is not clear,and so on.Based on the needs of the development of government procurement and building a service-oriented government,this article choose the government procurement supervision mechanism of public service as the research topic.By analyzing the existing supervision mechanism of government procurement of public services,this paper discusses the problems existing in the supervision mechanism of government procurement of public services in China.And by drawing lessons from developed countries and Taiwan related experience,put forward some suggestions to improve the current supervision mechanism of government procurement of public services.In addition to the introduction and conclusion,this paper is divided into four parts.Including an overview of the public supervision mechanism of government procurement,an analysis of the current situation of the public service supervision mechanism of government procurement in China,analysis and Enlightenment on the supervision mechanism of public service of government procurement in foreign countries and suggestions on improving the supervision mechanism of public service of government procurement in China.In the second part,firstly,it explains the concept of government procurement of public services and the characteristics of government procurement of public services different from general services.Then it defines the concept of "public service supervision mechanism of government procurement".Summarizing the significance of the public service supervision mechanism of government procurement,and briefly analyzes the main contents of the public service supervision mechanism of government procurement,including the supervision subject,supervision object,supervision link,scope and supervision mode.In the third part,it analyzes the present situation and existing problems of the supervision mechanism of government procurement of public services.It sorts out the government procurement law,the implementation regulations of the government procurement law,the relevant regulations of the Ministry of Finance and other normative documents on the supervision mechanism of government procurement of public services.Then from the above four main contents of the public service supervision mechanism of government procurement,this paper studies the current situation of the public service supervision mechanism of government procurement in China.There are four main problems in this mechanism:one is the lack of legislation on the public service supervision mechanism of government procurement;the other is the lack of important supervision subjects of public service procurement;the third is the lack of clear division of supervision scope between supervision subjects;the fourth is the lack of clear provisions on Supervision methods.The fourth part studies the supervision mechanism and enlightenment of government procurement public service overseas.This paper analyzes the supervision mechanism of public service procurement in the UK and Taiwan respectively and draws some enlightenment.Including the establishment of independent external supervision and management subject,pay attention to the whole process of supervision,clear supervision and so on.Through the above analysis,in the fifth part,for the problems pointed out in the third part,put forward Suggestions to improve the supervision mechanism of government procurement of public services.In view of the weak supervision of the existing supervision mechanism in China,mainly due to the lack of special laws and regulations to adjust,the lack of effective participation of supervision subjects,the lack of clear and unclear provisions on the scope and methods of supervision.In this paper,China should actively promote the promulgation of the regulations on public service of government procurement,in which the beneficiaries of public service projects of government procurement,as the main body of internal supervision,have the right to participate in the supervision of public service of government procurement.In addition,it is suggested to standardize the supervision scope and methods of other supervision subjects,and clarify the supervision when the supervision scope of different supervision subjects coincides.
