The Study On The Government-led Mode In The Whole Process Of Shantytown Reconstruction

The renovation of shantytowns is a crucial problem in the process of urbanization and a major measure to improve people's livelihood.How to revitalize the low-rise and crowded shantytowns concerns the vital interests of the shantytown residents.General secretary xi jin ping has pointed out that speeding up the reform of rundown areas concerns the well-being of millions of people.Our city cannot be a squalid shanty town with high-rise buildings on one side.The government is the first responsible person in the renovation of shantytowns,play a leading role,making overall planning,policy implementation,housing demolition,housing construction Supporting facilities construction and so on social management work,it is a challenge for the government to play a leading role in making the interests of all parties mutually beneficial and win-win.The study focus on the government-led mode in the whole process of shantytown reconstruction,taking downtown Z as an example,using the theory of government function and the theory of new urbanization and other theoretical tools to study cases,By sorting out the data files and other materials in the case,objective summary of Z city downtown shantytown reconstruction status quo,analyze the formation and effect of the whole process leading mode of government.Through research and analysis,this paper summarizes the problems existing in the government-led mode of the whole process of shantytown reconstruction from three aspects,One is the late resettlement housing construction progress is slow,overdue relocation;Second,after the renovation,the living cost of residents rose;Third,community management is difficult.Through the analysis of the problem,four reasons are summarized,First,the source of funds is insufficient,financial pressure;Second,the epidemic situation and heavy pollution weather affect the construction schedule;Third,it is difficult to implement safeguard policies;Fourth,the community construction management ability is insufficient.Finally,according to the existing problems,four countermeasures are proposed,First,expand the financing channels of shantytown reconstruction;Second,we will improve the security system and safeguard the interests of residents;Third,innovate ways to improve management;Fourth,shantytown reconstruction and urban planning.Research on the renovation of shantytowns.,there are many researches on policy documents and government functions.However,there are few studies on the whole process leading mode of government in the third and fourth tier less developed cities.The local government acts as the direct implementers in the process of rebuilding shantytowns and acts as the link between the displaced people and the contractors,in order to balance the interests of both sides and maximize the benefits to the people,how the local government positions its role and how it adjusts its policy measures determines the effect of the shantytown reconstruction.It is hoped that this study will provide some help to the government in improving the renovation effect of shantytown.
