On The Legal System Of Resources Development And Sharing In The International Seabed Region

In 2016,China enacted and implemented the deep sea law,which is the first and only law in China to regulate regional activities outside the scope of national jurisdiction.It makes up for the lack of legislation in this field and marks the maturity of China's maritime law.It is the promulgation of the deep sea law that the international system of seabed area has once again become the hot focus of the international community.With the rapid consumption of land resources in recent years as well as the international seabed resources exploration and development,countries gradually realize the regional resources have commercial value,more countries in the international community to develop regional resources as an important guidance goal,construction of Marine system no matter developed countries or developing countries will domestic demand for resources in contain a wide variety,abundant biological resources and mineral resources of the sea area.The convention defines regional resources as the common heritage of mankind and advocates the application of parallel development.The legal framework established jointly by the convention,the agreement and the rules of the seabed authority provides a solid basis for states parties to participate in regional development activities.The regional system is not yet perfect,and there are many contradictions such as overlapping claims,anti-monopoly,mining regulations and Marine environmental protection to be solved.Under the international background,China,as the largest developing country,should play a leading role and actively participate in regional resource exploration and development.More importantly,we should follow the trend of The Times,learn from the experience and system of developed countries,improve China's domestic legislation,and realize the goal of China's transformation from a maritime power to a maritime power at an early date.
