Participatory Budgeting And Social Capital

As a kind of grassroots governance mode,participatory budget has been piloted across the country in recent years and achieved positive results.However,on the whole,it is still far from the expectation.How to raise the level of participatory budgeting?It is of great significance to build the national governance system and the modernization of the governance capacity to improve the governance capacity at the grass-roots level.There are various factors affecting the level of participatory budget.This study tries to explore how social capital affects the level of participatory budget from the perspective of social capital and how the development of participatory budget can further enrich the social capital of the community.The research shows that social capital has different levels of individual and collective,and different levels of social capital have different effects on participatory budgeting.The individual's social capital plays a stimulating role in the participatory budget,arouses the individual's enthusiasm to participate,and decides the different roles and action modes of the individual in the participatory budget.Collective social capital plays a promoting role in participatory budgeting,creating an atmosphere of participation under the network of trust,mutual benefit and communication.Social capital is the foundation of participatory budgeting.As participatory budget from the top down,on the other hand,government and citizens to participate in two direction from bottom to top,the "government-streets-communities-residents" level 4 of the longitudinal and the interaction of multiple agents transverse "two network",deepened the project,between government and citizens,to participate in the main body,the "triple trust" between formed around participatory budget project project file with the detailed rules for the implementation of "two rules",such as positive feedback in social capital,the participatory budget promoting the deepening and transformation of social capital.Therefore,participatory budgeting and social capital are actually a two-way causal relationship.In order to explain the influence relationship between the two,this paper constructs the analysis model of the two according to the general system model of Davis easton,and combines the process of the project of "happiness and micro facts" in xihu district with the four links of "input-transformation-output-feedback".
