Grass-roots social governance is an important foundation for country's governance and a key link to realize the modernization of the China's governance system and governance capacity.However,building a new pattern of trinity governance with benign interaction among the government governance,social regulation and residents'self-governance cannot be separated from the function of social organizations.As a governance tool,participatory budgeting can effectively mobilize the participation of the masses and has a positive significance for the innovation of local governance.Then,can the participatory budget experiment of Xihu district with the participation of social organization bring innovative development of Grass-roots social governance?This is the question that this article intends to explore.This paper uses the case study method and participatory observation method,combining the non-governmental,non-profit,self-governing,voluntary,independence and other characteristics of social organizations,and finds that social organizations play the roles of mobilizers,coordinators,and consultants in the participatory budget process.The function of these roles has effectively mobilized the enthusiasm of residents to participate,weakened the leading role of government administration,highlighted the status of residents as the main body of deliberation,and transformed residents from "consultants" of public opinions to "decision-makers" of public resources,which has improved the effect of participatory budget experiment.Further analysis of the experiment process shows that the participation of social organizations and the function of their roles have the dual logic of cultivating residents' publicity and constructing public spaces;and reshaping the trust relationship between cadres and masses by responding residents' needs.Following the dual participation logic of social organizations,this paper puts forward a new path of grass-roots social governance development focusing on "demand orientation,political trust,and collaborative governance".
