Research On The Legal System Of Green Bond Supervision In China

There are many problems in China’s green bond regulatory legal system.for example.green bond standard is not unified,multiple supervision causes regulatory loopholes,lack of suitable for green bond issuing subject responsibility design,at the same time in the green bond information disclosure lacks uniform and refinement of information disclosure standards,low degree of environmental information disclosure,in the third-party evaluation and certification system lacks mandatory requirements,the professional level of third-party institutions difficult to ensure and so on.Therefore,it is necessary to address the problems existing in China’s green bond regulatory legal system,including unifying the green bond standard,integrating the legal norms of green bond supervision,optimizing the supervision body system,strictly designing the responsibility of the green bond issuer,unifying and refining the information disclosure standard in the information disclosure system,perfecting the disclosure of environmental information,and forcing the third party evaluation and certification and the professional evaluation of third party institutions before and after the third party evaluation and certification.to ensure the green attribute of green bonds,effectively curb the phenomenon of green washing and drifting.The paper is divided into four parts:the first part mainly expounds the definition of green bonds,the meaning of green bond supervision,legal relations and theoretical basis.The second part mainly expounds the achievements and shortcomings of China’s green bond regulatory legal system.The third part mainly expounds the construction of foreign green bonds and the enlightenment to our country,including the international green bond standard and the legal construction of green bonds in developed countries.The fourth part puts forward the corresponding suggestions for the problems in the legal system of green bonds supervision in China.
