Research On Strategic Transformation Of Civil Military Integration Of C Aviation Manufacturing Enterprise

National defense is the fundamental element to protect national interests.The development of a country cannot be separated from the strong support of national defense industry.Military civilian integration is the only way for national defense industry.In 2017,China made military civilian integration a national strategy,and the report of the 19th National Congress made it clear to form a pattern of in-depth development of military civilian integration.Aviation Industry Corporation of China(AVIC),as one of the important units in the construction of national defense industry,put forward the new development strategy of "one mind,two melts,three forces and five modernizations" in 2019.C aviation manufacturing enterprise is an old military enterprise in China.During the "13th Five Year Plan" period,the enterprise formulated the development strategy of "becoming an international first-class flight training integrated system supplier,a first-class airframe segment supplier well-known at home and abroad,and a leading attack capability supplier in China".During the "fourteenth Five Year Plan" period,how to adapt to the new situation of national military civilian integration development,seize new opportunities and implement the strategic transformation of military civilian integration is an important problem that the enterprise is facing.This dissertation uses the theory of enterprise strategy and transformation to study the transformation of civil military integration strategy of C aviation manufacturing enterprise.First of all,it analyzes the research background and significance,discusses the research status at home and abroad,puts forward the main research content and methods.Secondly,it elaborates the current situation of civil military integration of C aviation manufacturing enterprise,and uses SWOT analysis method to analyze and draw the conclusion that the enterprise has four advantages:famous brand,leading manufacturing technology,advanced R&D level and sufficient transformation assets;three disadvantages:weak sense of independent transformation,not active access to civil market and inadequate employee incentive system;capital brought by national strategic development There are four opportunities:source concentration,promotion of aviation manufacturing by navigation development,national and provincial policy support for civil military integration transformation,domestic and foreign large-scale aviation enterprises seeking subcontracting cooperation at home;domestic aviation manufacturing enterprises entering the civil market,competition from foreign products of the same type,and foreign aviation manufacturers' layout in China.Thirdly,it defines the strategic transformation objectives of the enterprise in three aspects:improving the core competitiveness of the enterprise,increasing the comprehensive economic benefits of the enterprise,and better assuming the social and national responsibilities.It puts forward three top-level strategic designs:formulating the overall strategy of transformation and development,designing the development model,and clarifying the development concept of industry and information technology.It also formulates the top-level strategic design by relying on the "Nanchang Aviation City Smart Park" Technology integration,system engineering,collaborative design environment and application of digital simulation technology are four R&D ideas;Build a supporting industry cluster of spare parts,participating in C919 and CR929 projects,increasing the application of composite materials and introducing intelligent manufacturing four manufacturing plans;adopting three marketing strategies:product differentiation,diversification and military civilian integration of training services.Finally,it puts forward six guarantee measures,such as establishing organizational structure,improving working mechanism,building "Iron Army" of talents,strengthening the sense and ability of confidentiality,developing a batch of training products,and strengthening cooperation,so as to ensure that the strategic transformation of civil military integration of C Aviation Manufacturing Enterprise has achieved actual results.
