Research On The Impact Of Civil-military Integration On The High Quality Development Of Chinese Manufacturing Industry

The report of the 19 th National Congress elevated the strategy of civil-military integration into the national strategy,the 2025 National Defense Science,Technology and Industry Plan clearly states that national defense industry should be planned systematically and comprehensively to promote high-quality manufacturing development.At present,the military-civilian integration and the high-quality development of the manufacturing industry are the two national strategies to converge.Today,China's military expenditure has reached trillion level,but compared with the developed countries in the world,China's defense industry is not strong enough to drive the development of manufacturing industry.How to break the separation of military and civilian markets,promote technology exchange and resource docking,and promote the high-quality development of manufacturing industry with the development of defense-related science,technology and industry are important theoretical and practical problems to be solved urgently.Through literature review,this paper sort out the relationship between civilmilitary integration and high-quality development of manufacturing industry,and makes clear that the impact of civil-military integration on high-quality development of manufacturing industry is a systematic and complex issue,which needs to be analyzed systematically from the macro level,and it is difficult to make a comprehensive measurement only by linear econometric analysis,so the System Dynamics was introduced as a research method,the System Dynamics model is constructed and simulated in three steps:(1)Analyze the system boundary of the influence of civil-military integration on the high quality development of manufacturing industry,and the endogenous variables of the system are determined,the influence mechanism is divided into four subsystems: civil-military technology integration,civil-military market integration,civil-military resource integration and civil-military factor flow,and draw a causality diagram.(2)Based on causality diagram,according to System Dynamics theory and using Vensim special software to construct system flow diagram,analyze system feedback mechanism and System Dynamics equation type,compile System Dynamics equation.(3)Based on the representativeness of military and manufacturing enterprises,take them as the empirical objects of this paper,using CSMAR database and various statistical yearbook data,running simulation analysis of different scenarios on civil-military integration and manufacturing highquality development system.The simulation results show that the military-civilian integration has a non-linear overall promotion to the high-quality development of the manufacturing industry,and the military-civilian technology integration is the key driving force for this promotion,moreover,the promotion effect of different military-civilian integration policies is different.The possible innovation and contribution of this paper is to use the System Dynamics method to study the mechanism of civil military integration and manufacturing industry development,which provides a non linear quantitative analysis perspective.
