Research On The Legal Issues Of Urban Stray Pet Management

With the rapid development of China's economy,the pet industry is developing rapidly.More and more people choose to keep pets,and the disadvantages brought by keeping pets are becoming more and more obvious.The base of stray pets is also expanding year by year,and finally broke out the problem of stray pets in various places.It not only causes problems such as environmental pollution,hidden dangers of diseases,and noise to the people,but also causes conflicts between humans and pets,between breeders and non-breeders,and between citizens and the government in cities.The follow-up reception of stray pets brings new challenges to our society.However,in terms of legislation,there is still no unified legal standard for the management of stray pets in China.In terms of law enforcement,regulations of each city are different,which is generally manifested as that law enforcement force cannot be concentrated,law enforcement means are single and rough,and there is no reasonable supervision on various pet shelters in the society.Therefore,it is necessary to establish a standard urban stray pet management system.This paper is divided into five parts.The first part is the introduction,which expounds the background and significance of the topic.The research on the treatment of stray pets in cities is due to the fact that stray pets have gradually become a problem of urban governance,and the treatment of this problem is conducive to improving the level of urban governance in China.Through the analysis of the research status in China and abroad,the development direction of stray pet management and the innovation points of urban stray pet management are made clear.The second part clarifies the scope of urban stray pet management to be discussed in this paper,defines the research object,and expounds the internal reasons for the selection of these terms in this paper.There are many words with similar meaning to “urban stray pet management”.The definition of these confusing words is conducive to the clarity of the content of the full text and the understanding of readers.The third part explores the causes of stray pets in cities.At present,the causes are mainly divided into three types: lost,abandoned and rebred,which is of great significance to control the occurrence of stray pets at the source.Investigate the realharm caused by stray pets in the society to enhance the awareness of crisis.The fourth part mainly analyzes the existing laws and regulations,the state of government law enforcement and the current situation and shortage of urban stray pets.This paper compares and analyzes the dog raising regulations in different cities and the law enforcement in different cities in China,and summarizes the problems and causes of the stray pet management in China.Fifth part,first of all,the theoretical foundation of the governance approach that will be taken,considering the sociology of law and economics theory,the method of theory,the existence of rights conflict,taking all the above points of view of comprehensive theory to our country city stray pets in legislation,law enforcement,shelters,puts forward some Suggestions on the construction and management,and to determine the welfare is given priority to in order to protect the stray pets,social situation and economic development in our country,give attention to two or more limited to stray pets residential model of governance.
