With the gradual advancement of the national judicial system reform,prosecutors are becoming more professional and civilian.As an important force to maintain procuratorial order and ensure the smooth development of procuratorial work,the role of judicial police in procuratorial work has become increasingly prominent.In the new era,the Party and the state have endowed procuratorial work with new connotations.We must further strengthen the management of judicial police,pool the overall advantages of the judicial police force,promote the innovative development of judicial police work in procuratorial organs,and provide strong police guarantee for various procuratorial services.In practice,due to various reasons,the judicial police work of procuratorial organs starts late and develops slowly,and the overall level is still far from the needs of procuratorial work.Especially,various management work has not been fully implemented for various reasons,and has not yet entered the right track.Some deep-seated contradictions and problems gradually emerge,which seriously restricts the healthy development of judicial police work.Therefore,this paper combines the current reality,considers;studies and explores the problems existing in the management of judicial police from the aspects of public management theory,human resources management theory and overall governance theory,such as the team structure,performance situation,police security and judicial police powers,and finds out the current management of judicial police by means of literature research,comparative analysis and investigation research.The reasons for the problems are:insufficient leadership attention,imperfect assessment mechanism,unscientific definition of judicial police functions and inadequate security.Four directions for improving the administration of judicial police are defined:team building,performance appraisal,police service guarantee and function orientation.In order to improve the management of judicial police in Changzhou People's Procuratorate,this paper puts forward some suggestions in order to effectively promote the continuous improvement of judicial police's ability to perform functions and law enforcement level,and realize the deep integration of judicial police management and procuratorial work in the new era.In addition to the summary and conclusion,this paper is divided into five parts.In the first part,the introduction introduces the research background and significance,domestic and foreign research reviews,as well as the research ideas and methods.The second part discriminates and introduces the meaning of judicial police of procuratorial organs,the responsibilities of judicial police of procuratorial organs and the concept of formation management.At the same time,it also introduces the theoretical basis of"new public management theory","overall govermance theory","human resources management theory" and so on.The third part introduces the current situation,existing problems and reasons of the judicial police management in Changzhou People's Procuratorate.On the one hand,it introduces the post setting,police force distribution,police support training and performance;on the other hand,it introduces the main problems existing at present,such as unreasonable post allocation,inconsistent performance appraisal with the objectives of forensic police work,insufficient police support and training,and vague authority;on the other hand,it makes in-depth analysis and summarizes the causes of these problems,mainly including Lack of attention,unclear mechanism of team building,incomplete performance appraisal system,unscientific definition of functions,etc.The fourth part is to draw lessons from the management experience of judicial police in other areas and abroad.The fifth part puts forward the countermeasure analysis.The main countermeasxires are:to improve the organizational structure and build a strong team;to improve the performance appraisal system of the judicial police;to do a good job of police security;to clearly define the functional orientation of the judicial police.
