Research On The Index System Screening Of Natural Resources Assets Departure Audit Of Grassroots Leading Cadres

In recent years,the ecological civilization construction has been taken to a more prominent position.After the 17th national congress of the CPC implemented the concept of "ecological civilization",the 18th national congress took ecological civilization construction into the general layout.And the report of the 19th national congress pinpoints that "the ecological civilization construction is the millennium plan for the sustainable development of the Chinese nation.The departure audit of natural resources assets for leaders is one of the important methods in ecological management.It's a effective solution of environmental problems and the ecological supervision to audit the natural resources assets management and define the ecological accountability during his tenure.This thesis start with the related theoretical research and concept definition.It make preliminary construction of index pool based on the existing laws and regulations,audit framework formulated by audit institutions,scholar study and relevant statistics and research data of government departments.Then screen index by expert consultation,testing the degree of membership,correlation and analysis,establish a evaluation system with 53 index of 4 dimension.Its rationality is verified by reliability and validation test.Finally,taking the leading cadres of Z District of S city in Jiangsu province as an example by using the index system,and put forward some suggestions based on the evaluation results.
