Since 2012:the state has attached great importance to the construction of ecological civilization;In 2013,China issued relevant documents,which clearly stated that the planning and development of the audit work on the departure of leading cadres’ natural resources assets is conducive to promoting the construction of ecological civilization,driving the pace of institutional reform,enhancing the environmental awareness of leading cadres and the general public,and urging them to work together to promote the construction of ecological civilization,strengthen cadres’ awareness of green development,and urge them to actively shoulder the missions of natural resorucces assets management,ecological environment governance and protection.Keep pace with the times:improve the natural resource asset management system,constantly improve and optimize the ecological environment safety protection mechanism,strictly implement it on the basis of improving the accountability system,and promote the continuous improvement and improvement of the ecological civilization performance appraisal mechanism.This paper firstly introduces the background and significance of the implementation of the leading cadres’ natural resources assets ex-officio audit,and then extensively discusses the audit system based on the specific situation in China based on the current situation of domestic and foreign resear ch.This paper focuses on S city,focusing on the audit project of natural resources assets departure of township leading cadres,focusing on the audit of natural resources assets departure of sg town secretary,mayor and other leading cadres,and describing the case in detail from the aspects of process,objectives and so on Through specific audit cases,the following problems are found and analyzed:it is difficult to collect audit dara of natural resources assets,and comprehensive analysis cannot be carried out;The audit evaluation standard is not clear and there are subjective assumpptions;The relevant legal system is not perfect;It is difficult to define the responsibilities of leading cadres;The existing audit force is insufficient and compound talents are scarce,Finally,we propose countermeasures to improve the ex-officio audit from various dimensions,such as consolidating the foundation to build a data and information sharing plat form,improving the evaluation method to perfect the responsibility evaluation system,improving the regulations and systems for auditing natural resources assets of leading cadres,ensuring the implementation of rectification of audit issues and environmental protection responsibilities,and establishing and improving the professional talent expert pool and talent training mechanism.It is hoped that this research can provide rigorous:reasonable and effective suggestions and methods for the audit of natural resources assets of leading cadres in S city and other areas:constantly improve relevant systems,and strive for the early and successful completion of the task of ecological civilization construction.
