With the continuous improvement of the level of legalization,there are more and more disputes in the society,and the law has become an important tool and method for people to safeguard their interests.Along with the process of national legalization,the number of lawyers is increasing,and the development level of the lawyer industry reflects the construction of the rule of law in a country and a region to a great extent.One of the prerequisites for training talents is to have a position for them.UNESCO believes that only those who are creative and who have made or are making creative achievements can become talents.Therefore,this concept defines creativity as an essential quality of talent.So,what kind of lawyer talent do we have to train? In the public view,the definition of outstanding lawyers is generally to have good political quality and professional ethics,high-level legal professional knowledge,quick thinking,deep written skills,extraordinary oral expression ability,excellent communication ability and so on.But in fact,many lawyers,though not all of the above,are still successful lawyers.Therefore,when we investigate the lawyer talent,we should consider the actual situation,and adopt a targeted training program according to the experience of different people.Under the background of the development of socialist rule of law,lawyers are facing great opportunities,but some challenges and problems can’t be ignored.In particular,there are still many deficiencies in the management and operation of Jilin Province.This also forms a huge obstacle for Jilin Province lawyer talented person to occupy the market further and the service market.The promotion and implementation of the rule of law is bound to gradually abandon the rule of man,but the contemporary rule of law does not mean that people must be excluded.On the contrary,the creation and development of a country under the rule of law requires a large number of people with the rule of law.Without professional legal experts and talents,a country and society cannot create a systematic and complete legislative system.The lack ofhigh-quality talent,it cannot be implemented in the work of law enforcement,the judicial environment of the rule of law will become worthless empty talk.Whether it is the need to implement the rule of law,or to actively meet the challenges of WTO entry,it is necessary to intensify efforts in personnel training.The key point of the training of lawyer professional talents is whether the law education is developed or not,which lies in the normative nature of the association management,and also needs the cooperation from the judicial administration department.In view of such background factors,in order to further enhance the initiative of lawyers,and to provide a wider space for their development,but also to enhance the overall strength of the lawyer industry in Jilin Province,so as to make rapid development,constitute the purpose and significance of the study.In this paper,through the analysis of the status duo of lawyer training in Jilin Province,the author summarizes the problems existing in the cultivation of lawyer training in Jilin Province,and constructs a series of systems and measures for the cultivation of lawyer training.This paper mainly discusses the various problems in the cultivation of lawyer talents,on the basis of studying the characteristics of Jilin province’s lawyer talents,it analyzes on the construction of Jilin province’s lawyer talent incentive system,puts forward the problems of judicial administrative organs,lawyers’ associations and law firms in the cultivation of lawyers’ talents,and gives some ideas to solve the problems.In order to create a good platform for professional talents to develop forward,we should perfect the way of lawyer talents training and the method of pertinence training.To create a new era of lawyers as the starting point,comprehensively mobilize the enthusiasm of relevant professionals and create vitality,to enhance the sense of well-being and acquisition of talent.Good training methods can also promote talent to the law firm’s back-feeding feelings.At one level,training is like an investment,it belongs to the important method of human capital multiplication,it is the key content of human resource development,it is also the most important thing for law firm to improve efficiency and guarantee business space.We should believe that through theestablishment of the cultural atmosphere of judicial and administrative organs,lawyers’ associations and law firms,we can set up a platform for talent development,promote individual creativity,and create a high-level team of lawyers to build up our country’s rule of law.The research results of this paper are of positive significance to the research on the talent cultivation of lawyer industry and the construction of lawyer team in Jilin province.The combination of theory and practice ensures that the results of the research are as practical as possible and can lead to positive social reference.At present,China’s development of socialist democracy and the rule of law in the key stage of building a harmonious society requires the participation of a large number of lawyers.Because our country lawyer profession faces the predicament,doing well the lawyer talented person training work is of key value.
