The School of the Americas originated from the United States defense forces in the Panama Canal Zone.By 1946,The Latin American Training Center-Ground Division was established in the Canal Zone,formally establishing the United States training program for Latin American military personnel,and by December 15,2000,the School of the Americas was closed,which carried out 54 years of military training for Latin America.As a specialized military school providing anti-insurgency and anti-insurgency training to Latin America,the School of the Americas was an important part of foreign military assistance and played an important role in American foreign policy.Especially during the Kennedy administration period,the School of the Americas was concentrated on the training of Latin American military personnel.In order to combat guerrilla movements and prevent the infiltration of communist forces,the United States supported a large number of pro-American dictatorships through military training,partly cooperated with the Cold War Policy in Latin America.The first chapter mainly introduces the budding period of the School of the Americas,combs the military training of Latin American personnel in the Panama Canal District in the first half of the 20 th century,and the history of the establishment of the U.S.Army Caribbean School in the 1940 s.The second chapter discusses the background of the establishment of the U.S.Army School of the Americas in the1960 s.During this period,the guerrilla movement in Latin America developed rapidly.The Kennedy Government launched an anti-insurgency strategy to curb the development of communism and guerrilla movements in the western hemisphere,and the U.S.Army School of the Americas was formally established in July 1963.The third chapter discusses the main objectives and activities of the School of the Americas in the 1960 s.including the mission of the school,training courses and training effects.The fourth chapter analyzes the changes of the School of theAmericas in the 1970 s and 1980 s.Under the influence of American foreign policy,the status of the School of the Americas fluctuated in the 1970 s,until the outbreak of the Central American crisis in the 1980 s,which made the school play the role of military training and Latin American guerrillas again.In 1984,the School of the Americas moved to the United States.Because of the affected of the pressure of public opinion,it was increasing attention to human rights education,mission and curriculum has gradually changed.The fifth chapter is the evaluation of the School of the Americas.Introduce the relevant development of the School of the Americas after the Cold War,and evaluate it.This paper holds that the School of the Americas is a means of implementing American policy towards Latin America during the Cold War period,a kind of military infiltration into Latin America under the American military aid program,which played an important role in attacking the guerrilla movements in Latin America during the Cold War period,and indirectly cultivated and consolidated some pro-American dictatorships to a certain extent,safeguarding the interests of the United States in the Western Hemisphere.For Latin American countries,although the military training has improved the combat skills of military personnel to some extent,it has not brought real security and stability to Latin America,and even aggravated the contradiction between Latin American people and government.The systematic combing and study of the School of the Americas can provide a deeper understanding of American policy towards Latin America in the Cold War period from one aspect,and provide a more specific perspective for assessing American military assistance and military training to third world countries.
