Study On Participation Of New Social Strata In Social Governance In Ruzhou City

After the reform and opening up,China's economy and society developed rapidly and brought profound changes to the social class structure of our country.The division of social forces makes the new social stratum emerge at the historic moment and develop and strengthen gradually.The third Plenary Session of the 18 th CPC Central Committee adopted the "Decision of the CPC Central Committee on Several Major Issues concerning comprehensively deepening the reform",which requires that social management be changed to social governance through reform and innovation.In the new era of socialism with Chinese characteristics,social governance has become a national strategy.The fourth Plenary Session of the 19 th CPC Central Committee proposed to "improve the system of social governance featuring party committee leadership,democratic consultation,government responsibility,social coordination,rule of law guarantee,public participation and scientific and technological support,and build a community of social governance in which everyone has his or her share of responsibility and responsibility".Therefore,the new social stratum is not only an important work object of the united front in the new era,but also a key part to promote the stability and harmony of the stratum relationship in China.Now,it has become the most important force in building a social governance community,so it should play an active role in social governance.As one of the top 100 counties in county economy and one of the top 10 counties in industrial integration,Ruzhou city has gone its own way in the exploration of new social class participation in social governance.Based on the relevant theories of public management,this paper studies the participation of new social strata in social governance in Ruzhou city.This paper summarizes the achievements and existing problems of the new social stratum's participation in social governance in Ruzhou city,and analyzes the causes of the problems.Based on New Social Strata Sodality,they providing the public service industry association to participate in social management,through consultation on related public affairs management,active in crucial for poverty alleviation and social public welfareactivities,providing community public service involved in community governance,carry forward the advanced culture and scientific concepts involved in network management.However,there are also some problems such as the lack of pertinence,the lack of effective participation and the imperfect mechanism of participating in social governance.The reason lies in the new social stratum's insufficient understanding of social governance,inadequate cooperation in participating in social governance and lack of relevant institutional guarantee.However,there are still some problems such as weak pertinence,weak effective participation and imperfect mechanism of participation in social governance.The reason lies in the insufficient understanding of the social governance of the new social stratum,the insufficient cooperation between the social governance participation and the lack of relevant institutional guarantee.On this basis,this paper proposes to improve the status quo of the participation of new social strata in social governance from three aspects:enhancing political consensus,strengthening the participation of new social strata in social governance,improving their own quality,enhancing their ability to participate in social governance,and improving the pattern of social governance.It has strong theoretical innovation value and practical significance.
