Research On The Path Of Optimizing The County Business Environment Under The Background Of The Reform Of "Decentralization, Administration And Service"

At the first China international import expo in November 2018,General Secretary Xi Jinping stressed the need to "create a world-class business environment".Premier li keqiang has held several national teleconferencing on deepening reform to improve the business environment,and pointed out that "business environment is productivity".In October 2019,the fourth plenary session of the 19 th central committee of the Communist Party of China(CPC)also called for further streamlining administration,delegating power,strengthening regulation and improving services,deepening reform of the administrative system,improving the business environment,and invigorating market entities.The state council promulgated the regulations on improving the business environment for the first time.We can see that,relying on the reform of "delegating,regulating and servicing",improving the business environment has become a new test,new content and new means for the modernization of China's governance capacity.County region is the last kilometer to optimize the business environment,and it is the important spatial core of China's transformation of economic development mode.County region economy is of great significance to the high-quality development of China's economy.Supported by administrative ecological theory,this paper USES the questionnaire survey and interview method to field survey found M county,Henan province,the county government to actively implement the policy of national,provincial and municipal deployment,deepening the reform of "pipes",boost business environment continues to improve county business environment construction but also save a lot of problems,such as: enterprise cannot meet the demand of resource factors,e-government service quality is not high,market supervision become a mere formality,bad business environment of the rule of law guarantee and lack of social credit,etc.The reasons for the problems in optimizing the business environment are as follows: first,the unbalanced allocation of factor resources.Second,the concept of government service has not been updated.Third,the market supervision responsibility implementation.Fourth,the lack of law-based governance capacity.Fifth,the integrity system is not in place.To effectively solve the problems in the business environment in the county,we must do the following work: first,we must strengthen the supply of factors and create an equal and stable resource environment.Second,we will continue to improve services to create apro-business and convenient government environment.Third,we need to strengthen market supervision and create a standardized and orderly market environment.Fourth,we must uphold law-based administration and create a fair and stable legal environment.Fifth,we should improve the construction of credit and establish an honest and fair social environment.
