Comparison And Improvement Of Industrial-parks Land Use Policy

With the implementation of the Western Development strategy,the Belt and Road Initiative,the Lanzhou-Xining City Group planning.The central government plans to promote tourism and the new-energy automobile industry.Qinghai province and obtained good development opportunity.Also brings the development and industrial upgrading opportunity to Huangyuan county.Adjustment of industrial structure needs land policy reform.This paper through the analysis of the relevant areas,study Enterprise life cycle theory,Game theory,theories of Resource allocation and other related theories.Analyze policy application and feedback.Provide land policy recommendations to Huangyuan county and other less developed areasThe main research contents and conclusions of this paper are as follows:(1)Based on the study of the same region,formulated the guidelines for land policy of industrial parks.This paper analyzes the formulation and implementation of land use policies in industrial parks in specific counties of the less developed regions in northeast,north,northwest and southwest China,results are as follows :The land rent,land price,land supply and other land policies which based on the park's own resource endowment are most suitable for the sustainable development of the industrial park.A conclusion was drawn after the current research of the development of enterprises in Huangyuan county:Land policy is flawed in land return and environmental protection,needs further adjustment.(2)Through the analysis of the policy supply and demand relationship between the government and the enterprise,get the logical method for the government policy make.Based on the theory of enterprise life cycle,analyze the operation of the enterprise and obtain the policy requirements of the enterprise in full life circle.Analyze the logical basis of government policy making,found that the supply preference of government policy is opposite to the demand preference of enterprises.The government needs to formulate countermeasures according to the actual needs of enterprises(3)Formulate policy recommendations for Huangyuan country.According to the own economic development,formulate the unique policies.No more direct financial subsidies,Funds will be used to prepare regional development plans.Set up a data analysis platform to oversee the operations of enterprises.The government should identify and help enterprises in difficulty in time.The government should legally let bankrupt enterprises return their land.
