Towards Good Governance:The Realization Mechanism Of Effective Rural Governance In The New Era

Under the background of the implementation of the Rural Revitalization Strategy in the new era,"effective governance" has replaced "management democracy" as the new requirement of rural governance.This change reflects the expectation of taking the road of good governance of the socialist countryside with Chinese characteristics and promoting the modernization of rural governance system and governance capacity.Based on the reflection on the changes in rural governance models and practical mechanisms since the founding of the People's Republic of China,in the face of long-term governance dilemmas and new challenges,how to explore the implementation mechanism of effective rural governance in the establishment and improvement of a new rural governance system is both a long-term practical problem and a theoretical question worthy of study.Referring to the basic connotation of the theory of good governance,this paper puts it into the rural governance under the background of the strategy of rural revitalization,constructs the analytical framework of the organizational governance mechanism under the theory of good governance,and makes research hypotheses.Combined with the analysis of typical practice cases,through comparative verification,it is found that the realization mechanism of effective rural governance is the organic integration and dynamic of various elements of rural good governance in the practice of rural governance Although the specific fields and scenarios are different,the organizational processes presented reflect the organizational governance mechanism towards good governance.In this mechanism,the authoritative institution is the core,and the farmers must be the main body;interactive participation is the foundation,and equal consultation must be embodied;fair process is the key,and information publicity must be strengthened;good performance is the foundation,and benefit sharing must be realized;the rule of law is the guarantee,and the constitution must be promoted.The organic integration and interaction of these elements has become an organizational practice process to mobilize and integrate rural governance resources and kinetic energy.It is a necessary condition for the construction of rural good governance mechanism with Chinese characteristics in the new era so as to realize effective rural governance and move towards good rural governance.It provides a new theoretical perspective and practical reference for understanding and taking a good road of rural good governance with Chinese characteristics.
