Research On The Multi Governance Subjects In The Effective Rural Governance

The country is the cell of the country and the foundation of social development.Rural governance is an important part of social governance,which plays a fundamental role in the modernization of national governance system and governance capacity.The report of the 19 th National Congress of the Communist Party of China puts forward the strategy of rural revitalization,and further puts forward new requirements for the agricultural and rural issues in China.Among them,effective governance is the foundation and premise of rural revitalization,which can provide strong political security and stable social environment for rural development,and plays an important role in Rural Revitalization Strategy.In rural governance,the key factor affecting the effectiveness of governance is the main body of rural governance.Whether the governance subject can give full play to its own governance advantages and form a cooperative governance relationship with multiple governance subjects directly affects the effectiveness of rural governance.In the new era of socialist construction,in the context of market economy and new urbanization,there are endless new governance problems in rural society,such as class differentiation,interest diversity,value diversity,etc.the previous rural governance model has been unable to meet the new needs of rural social development,and the main body of rural governance is facing new problems and challenges.Therefore,through the research on the diversification of the main body of rural governance in China,it is a new topic to find out the problems of rural governance from the main body and improve the quality and efficiency of rural effective governance.This paper takes Marxism as the guiding ideology,based on the strategy of rural revitalization,and takes the theory of multi center governance as the analysis tool to determine the subject of rural multi governance.First of all,based on the definition of related concepts,the theoretical basis of the paper is elaborated.Secondly,it reviews the changes of the main structure of rural governance in our country and divides the multiple main bodies of rural governance in our country from the three levels of autonomy type,rule of law type and rule of virtue type under the background of the new era,and analyzes their respective roles and positions in rural governance.Thirdly,from the perspective of governance subject in the new era,it is found that the multi governance subject in rural areas of China has made achievements in the diversification of subject rights,subject concepts,subject scope and subject interests,but there are still problems in governance capacity,power operation and governance mechanism.Finally,on the basis of Rural Revitalization and effective governance,the paper puts forward the solution of rural good governance under the multi governance subject,which is to improve the governance ability of the autonomous subject,change the working mode of the rule of law subject and innovate the system and mechanism of the participation of the Moral Governance Subject in rural governance.
