Study On "Tiaokuai" Relationship Among Grass-roots Governments Under Pressure Conducted From Poverty Alleviation

What changes have occurred in the "Tiaokuai" relationship in government governance,how a grass-root government overcomes Tiaokuai-induced contradictions in government governance and how to strengthen Tiaokuai coordination to complete central tasks under high pressure are issues that are crucial for government management but do not receive serious attention.While the poverty alleviation efforts made by the Chinese government to eliminate absolute poverty at present become the best perspective to observe this problem.Based on the current poverty governance of poverty alleviation,the "Tiaokuai" relationship influenced by the pressure conduction in the poverty alleviation is studied by constructing an analytical framework of the logic of block(Tiaokuai)coordinated governance under the pressure conduction.The study found that the political nature of the poverty alleviation reconstructs the power basis and organizational structure of the "Tiaokuai" relationship and breaks its original format.Then,a collaborative and uniform relationship,namely Tiaokuai collaboration,is formed as triggered by pressure from aim and task in the poverty alleviation,pressure from supervision,examination and evaluation and competitive pressure.In essence,Tiaokuai collaboration is a kind of relationship called collaborative governance achieved by county-level function departments and township governments in the poverty governance because of the political nature and pressure conduction of poverty alleviation.Influenced by this relationship,the format of collaborative poverty governance is formed between grass-root blocks.Based on the logic of Tiaokuai collaborative governance,this article uses the case study method to conduct an empirical analysis of Tiaokuai coordination structure formed in the poverty governance of D county government of Guangxi and W district government of Chongqing and its operating process.The empirical analysis shows that "Tiaokuai" collaborative governance is a universal logic of grass-root poverty governance.In the case of the pressure conduction of poverty alleviation,county and township governments will build a block consortium and develop the local governance model of Tiaokuai collaboration in the poverty governance.The specific collaboration is manifested in Tiaokuai collaboration with division of labor,Tiaokuai collaboration responsible for leading the team,Tiaokuai collaboration driven by the Leading Group Office of Poverty Alleviation Department,and collaboration centered on strips in collaboration with blocks.Under the influence of grass-root "Tiaokuai" collaborative governance,the collaboration of blocks in the consortium operates smoothly,which effectively reduces division of blocks and drawbacks caused by Tiaokuai-induced contradictions.Resources within the county-level system are effectively integrated,and a powerful synergy is formed among blocks to promote poverty alleviation.Meanwhile,this article notices that "Tiaokuai" collaborative governance in the poverty alleviation has several problems,namely multiple pressure,division of blocks,and block collusion and joint avoidance of responsibility in the collaboration.Besides,four strategies are proposed to optimize "Tiaokuai" collaborative governance,namely setting up a Tiaokuai responsibility list and practicing precise division of labor,establishing a Tiaokuai collaboration-centered work mechanism and a collaboration platform,strengthening the coordination system for the coordination between county-level party committees and governments,and preventing the deviation of Tiaokuai collaboration.This study extracts the experience from the poverty alleviation from the perspective of the"Tiaokuai" relationship,and offers future rural poverty governance a new feasible direction.
