Research On The Allocation Of Urban And Rural Planning Power Under The Background Of "Multi-planning Integration"

With the further development of urban and rural economic construction in China,the disadvantages caused by "multi-planning separation" have become more and more severe,which requires the reform of our planning system.Since 2003,the reform of "multi-planning integration" and the pilot reform of provincial space planning have accumulated many useful experiences for the reform of planning system.In the past,due to the lack of superior and dominant planning in all kinds of spatial planning,the problems of "multi-planning" content conflict,lack of convergence and cross-over of power and responsibility in urban and rural planning,land use planning and environmental protection planning have not been solved.Now,territorial space planning has made up for this lack,that is,through territorial space planning to guide urban and rural planning,land use planning and other spatial planning,coordination and integration into a unified territorial space planning system.To establish a unified territorial space planning system,it is necessary to change the situation that all kinds of planning administrative departments are in charge of their own affairs,and to redistribute and integrate the original power of planning organization,examination and approval,revision and implementation.At present,the key to the reform of territorial space planning system lies in the effective reconstruction of urban and rural planning system and land use planning system.The core of urban and rural planning system is the allocation of urban and rural planning power.However,the Urban and Rural Planning Law in China still has some unscientific and unreasonable places in the allocation of urban and rural planning power,and many problems have been exposed in practice.For a long time,China's urban and rural planning system has been deeply criticized,because of urban and rural planning lack of rule of law.Under the background of "multi-planning integration",the urban and rural planning system ushered in the opportunity for reform.Under the background of "multi-planning integration",the allocation of urban and rural planning power should also be in line with the trend of territorial space planning power reform.We should comprehensively consider the centralization trend of the power of organization,compilation,revision,examination and approval,implementation,supervision and inspection of each important spatial plan,but at the same time,we should also consider the trend of the separation of power after the integration,and make a reasonable distribution among various state organs.The reform of territorial space planning system is not accomplished overnight,but should be carried out gradually.Therefore,it is necessary to carry out in-depth research on the allocation of urban and rural planning power under the background of "multi-planning integration",perfect the original system of urban and rural planning formulation,implementation,modification,supervision and inspection,realize the scientific and rational allocation of urban and rural planning power,promote the process of urban and rural planning legalization.The basic research ideas of this paper are as follows.First of all,this paper analyzes the urban and rural planning power from the historical development of urban and rural planning power and the natural state of the attribution of urban and rural planning power.Then,we study the allocation system of urban and rural planning power from the four levels of urban and rural planning formulation,implementation,modification,supervision and inspection,and analyze its practice status in combination with the main problems exposed in the practice of urban and rural planning power.Secondly,based on the historical development,this paper studies the development process of "multi-planning integration" in various regions,focusing on the analysis of the main reasons for the "multi-planning integration" reform in China and the institutional causes of the "multi-planning" problem.Thirdly,this paper analyzes the principles and influencing factors of urban and rural planning power allocation under the background of "multi-planning integration",and conducts exploratory research for the following specific configuration system design.Finally,on the basis of the suggestions of territorial space planning power allocation system design,this paper puts forward some suggestions to improve the urban and rural planning power allocation system under the background of "multi-planning integration ".
