Research On The Funeral Reform In Yishui County,Shandong Province

Death is an inevitable part of life for everyone.According to the National Bureau of statistics,9.97 million people died in 2019.With the increasing aging and the shortage of funeral land,the funeral problem of 9.97 million people is not only a private problem of an individual or a family,but also a social public problem.On October 31,2019,the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China was held in Beijing.The meeting passed the decision of the Central.Committee of the Communist Party of China on several major issues concerning upholding and improving the socialist system with Chinese characteristics,promoting the modernization of the national governance system and governance capacity,and proposed that the national basic public service system must be improved to ensure that children have education and learning Education,income from work,medical care for the sick,support for the elderly,living in a certain place,support for the weak.Governments at all levels should do their best and do what they can,put the construction of inclusive,basic and bottom-up people's livelihood in a prominent position in their work,ensure the basic life of the masses,and ensure that the masses"die with burial" and "die with safety".In May 2017,Yishui county carried out the funeral reform with "free funeral and interment" as the main content,that is,for residents with Yishui household registration,free transportation,cremation and urn box fees are exempted,and the government builds public welfare cemeteries and uses them free of charge,so that the masses can do a good job of "behind the scenes"without spending a penny,completely eliminating the worries behind them,creating a national precedent and forming a "Yishui sample" "?First of all,this paper introduces the situation of funeral reform in China.It discusses the achievements of funeral reform in China from four aspects:top-level design of funeral reform,land-saving ecological burial,implementation of funeral policies for the benefit of the people and informatization construction of funeral.It also discusses the lack of legal construction in the field of funeral,insufficient construction of public welfare cemeteries,unbalanced development of basic funeral public services,mixed management of funeral service institutions Chaos,the deep-rooted traditional funeral customs and the relatively backward digital construction in the funeral field show that the development of funeral industry in China is insufficient.Focusing on the practice of funeral reform in Yishui County,this paper discusses the specific practices of Yishui County from three aspects:the construction of public welfare cemeteries,the implementation of free basic funeral services,and the implementation of heavy maintenance funeral services.Then it points out the existing problems of the funeral reform in Yishui County:first,the funeral reform lacks a long-term mechanism,the reform highly relies on the attention of the top leaders,and is vulnerable to the impact of personnel changes,the result oriented performance appraisal makes the reform inflexible,and the full free funeral service imposes a heavy burden on the county finance;second,the construction of the funeral service team is insufficient,the level of service specialization is not high,and the funeral reform The reform work has objectively increased the work burden of the grassroots,and the enthusiasm of the funeral service team is insufficient.Then it analyzes the reasons of the problems in Yishui funeral reform from two aspects:the lack of top-level design and the lack of market competition.Learn from.the advanced experience of Hangzhou,Xiamen and Guangzhou in promoting the digitalization,standardization,green and legal construction of funeral reform.Finally,the paper explores six countermeasures to optimize the funeral reform:strengthen the top-level planning of funeral reform,improve the relevant laws and regulations;accelerate the completion of the public funeral short board;establish and improve the basic funeral public service system;effectively regulate the management of funeral service institutions;continue to promote the funeral customs;actively promote the digital construction of funeral reform.
