H County Funeral Reform Research In Shandong Province

Funeral reform is a social project related to the construction of ecological civilization and spiritual civilization,which is in line with the basic national conditions of China with more people and less land and less resources.Since the implementation of funeral reform,ecological burial methods have been gradually promoted,and the concept of civilized and frugal funeral management has been recognized by the society.However,in many places,especially the vast rural areas,on the one hand,due to the unclear definition of the nature of funeral infrastructure and basic services by local governments,the functions of the government are not in place,on the other hand,the traditional concept of funeral has not been fundamentally changed,there are still scattered burials,ashes and coffin re-burial,feudal superstition activities and large-scale funeral and other funeral habits.Since 2017,H county has implemented the funeral reform centering on "preferential and civil funeral".It is the first country in China to offer all expenses related to funeral to urban and rural residents free of charge.It advocates people to conduct funeral in a civilized and thrifty manner and timely promotes the new funeral mode of "memorial meeting",which has achieved initial results.Reform has solved old problems,but new ones have emerged.In the reform of rites and funerals for the benefit of the people,H county is faced with new problems,such as the low level of construction and management of some cemeteries,the existence of some uncivilized funerals and the low level of funeral informatization.This paper takes the funeral reform in H county as the research object,introduces the concepts of funeral,funeral reform and public welfare cemeteries,and analyzes the funeral reform practice in H county by using progressive decision theory,public product theory and governance theory.By means of case analysis,literature research,interview investigation and comparative analysis,this paper presents the background,process,achievements and existing problems of the preferential and civil funeral reform in H county,and proposes countermeasures and Suggestions for further deepening the funeral reform,in order to provide reference for H county and other local governments to promote funeral reform.
