Preliminary Study On The Grassroots Burden Reduction

In recent years,the problem of heavy grassroots burden has attracted the attention of the central and local governments at all levels,"The year of grassroots burden reduction" has raised the urgency and importance of burden reduction to an unprecedented level.Therefore,it is of theoretical and practical significance to understand the grassroots burden correctly,grasp the essence of the grassroots burden from the complex phenomenons,and provide help for the optimizing the path of reducing the grassroots burden.Firstly,this paper compiles the theories involved in the grassroots burden reduction such as red tape,administrative burden,community burden reduction,etc.Then through the combination of vertical combing and horizontal contrast,the paper analyzes which kinds of’burdens" are considered to be "reduced" by analyzing the existing policy texts,which analyzes the four level policy texts from the central government to A district vertically and compares the policy documents of Shandong Province and other provinces horizontally.And through in-depth interviews with grassroots cadres,it makes clear of the implementation and effect of the grassroots burden reduction,the grassroots burden mainly concentrated in the aspects of documents and conferences,inspection and assessment,responsibility and authority,manpower and outlay,workflow,treatment,accountability and pressure,etc,and the difficulties in improving grassroots burden.And then from the perspective of administration science,the paper analyzes the source of grassroots burden,divides grassroots burden into three types as "should not be,unnecessary,incompetent",points out the subjectivity of grassroots burden,and analyzes the impact of grassroots burden.Finally,based on the three types and the subjectivity of grassroots burden,the optimized paths of reducing the grassroots burden are proposed such as clearing the division of government departments,improving the assessment and evaluation system,enhancing the capacity building of grassroots,and improving the satisfaction of the grassroots cadres,etc.
