Counterproductive Burden Reduction At The Grass-roots Level—the Manifestations,Causes And Countermeasures

The CPC Central Committee and the State Council have always been concerned about the grass-roots level.In 2019,the General Office of the Communist Party of China issued a circular on solving prominent formalism problems to reduce the burden on the grass-roots level,explicitly marking 2019 as a “Year of burden reduction at the grass-roots level”.Since carrying out the work of lightening the burden at the grass-roots level,we have made a lot of achievements and received the support of the majority of cadres at the grass-roots level.However,there are still many problems in the process of implementation of the “Notice”,and some regions even have the phenomenon of “The lighter the burden,the heavier it becomes”.Therefore,we should correctly understand the burden reduction at the grass-roots level,and analyze the essence from the performance,it is of great theoretical value and practical significance to analyze the reasons behind “The lighter the burden,the heavier it becomes”and to give corresponding and universal improvement measures on this basis.Taking N town in G county as a case study,this paper adopts the methods of literature study,Case Study and interview investigation,this paper makes a detailed analysis on the performance,causes and improvement paths of “The lighter the burden,the heavier it becomes” at the grass-roots level in our country.The main content of the article can be divided into the following parts.The first part consists of introduction and related concepts and theories.The second part outlines the background of our grass-roots burden reduction,the core content of the national burden reduction policy,the results achieved and the problems in the process of burden reduction.The third part takes G County N Town as a case to carry on the research analysis,this paper mainly investigates the performance of the heavy burden of work in n town,the measures taken by the higher government to reduce the burden of the n town government and the present situation after the burden of the n town government is reduced,summed up our country grass-roots burden reduction“The lighter the burden,the heavier it becomes” typical reality.The fourth part of the grass-roots to reduce the burden of our country,“The lighter the burden,the heavier it becomes” reasons for analysis,the main reasons are as follows: The transfer of government functions is not smooth,the division of authority and responsibility of the government is not reasonable,the inertia pressure of the pressure-type system and the self-pressure of the grass-roots government.The fifth part is based on the problems found in the preceding article and the analysis of the reasons,from various aspects to reduce the grass-roots burden of“The lighter the burden,the heavier it becomes” countermeasures,the main contents are as follows: to improve the efficiency of coordination between government and social organizations,to perfect the system of government responsibility,to straighten out the relationship between rights and responsibilities of different levels of government,to use performance assessment scientifically,and to reshape the concept of grass-roots administrative responsibility.
