The Research On 'Government Inaction',which Is Based On Marxism Thought Of Public Servant

'Wei Guan Bu Wei',which means the government.officials are neglectful of their duties and do not fulfill their responsibilities,is a prominent governance issue under the background of seeing the Communist.Party self-governance exercised fully and with rigor in People's Republic of China.It would not only cause the waste of public resources and miss the opportunities of reform and development,but also dissolve the Party and government's credibility and trespass masses' fundamental interest.Currently,'Wei Guan Bu Wei' turns into another serious difficulty and pain spot of constructing an in-corrupt government culture after corruption.Chairman Xi Jinping takes this issue seriously,and he stressed it several times in his speeches that we need to do more researches on 'Wei Guan Bu Wei' and 'solve this problem with the actual situation.There are rich researches on solutions to 'Wei Guan Bu Wei',but none of scholars explore and think about this issue from the perspective of Marxism thought of public servant.In fact,the main content of Marxism thought of public servant is the management of public servant and precautions against public servant's degradation.This thought is on the basis of proletarian government and takes public right as the core and considers serving the public as the value orientation,which is an integral part of Marxism views on rights.It does not only have a positive effect on constructing an in-corrupt government culture but it is of theoretical and realistic significance for the 'Wei Guan Bu Wei' which originated from cadres.The fundamental theory of this research is Marxism thought of public servant.Based on the issue of 'Wei Guan Bu Wei' coming out from carders,this research proactively probes into the countermeasures,with digging its manifestation harm and cause further out.This thesis consists of 4 chapters.Chapter 1 is the introduction.With summarizing the domestic and foreign researches,this chapter elaborates on the research background research purpose and relevant concepts.Based on that,it puts forward the research thought and method,and it comes out with the basic framework of this thesis.Chapter 2 summarizes the Marxism thought of public servant.With the clue of time and focusing on the essence and cultivation of public servant and precaution against its degradation,this chapter expounds the representative Marxism writers and the China Communist Party leaders' thoughts on public servant which are evolved from three important historical stages since the establishment of People's Republic of China.Chapter 3 analyzes the problem of‘Wei Guan Bu Wei'systematically.It analyzes the issue of 'Wei Guan Bu Wei' that came out from carders deeply from three sides-manifestation,reasons and harms.It also has further illustration on classical cases of 'Wei Guan Bu Wei'happened across China.Chapter 4 is the thoughts on countermeasures of 'Wei Guan Bu Wei'.Based on the previous three chapters and under the perspective of Marxism thought of public servant,this chapter digs the solving thoughts and countermeasures of 'Wei Guan Bu Wei' further out,from the aspects of enhancing ideological and political education focusing on ability training and improving cadres management and supervision mechanism.
