Research On The Path Of Constructing "Community Of Shared Future For China Neighboring Areas"

After the second decade of the 21 st century,human society has emerged in an endless stream of global issues such as trade protectionism,refugee flows,and terrorism.Existing global governance order faces challenges.With China's rapid development and unprecedented proximity to the center of world stage,the United States has begun to put more power into Asia-Pacific region.The "Asia-Pacific Rebalances" and "Indo-Pacific Strategy" implemented by the United States have led to complex changes in China's surrounding areas.Historical experience proves that any country can't rise from chaos and poverty.To achieve a great rejuvenation,China needs to rely on a peaceful and stable surrounding environment.Therefore,a new generation of Chinese leaders with General Secretary Xi Jinping as the core pays more attention to the relationship between China and the world,especially with neighboring countries.In 2013,the concept of the “Community of shared future for China Neighboring Areas”also came into being.The “community of Shared future for China Neighboring Areas” is a forerunner of the “community of Shared future for mankind”.Different from the European Community built on the basis of similar political system and ideology,China proposes to build a “Community of shared future for China Neighboring Areas” mainly relying on concept consensus and benefit sharing.It is necessary to form a sense of cooperation and all-win progress in China' neighborhood.This path is similar to the “Kant culture” proposed by Alexander Winter's constructivism to build a collective identity based on friendship.Both ofthey are to break the self-interested concept built on the national "self-help" system and realize the transformation of the international system.In 2013,Comrade Xi Jinping proposed at the symposium on diplomatic work around the central government that “the consciousness of ‘Community of shared future ' should be rooted in neighboring countries.”Based on the “Belt and Road”,China has consistently built a“Community of shared future for China Neighboring Areas”.Among them,the “China-Pakistan Economic Corridor” has made remarkable achievements as a realistic support for the “Belt and Road” flagship project and the “China-Pakistan Destiny Community”.Its success shows that as long as the parties adhere to the principle of “Consultation,Contribution and Shared Benefits”and let the development results truly benefit the people,they can promote the formation of a friendly-based collective identity and achieve the concept of "Community of shared future".The realization of “Community of shared future for China Neighboring Areas”needs to be complemented by scientific and effective paths.The construction experience of “China-Pakistan Economic Corridor”and Winter's constructivism provide realistic and theoretical support for it's implementation.First of all,through the four variables of interdependence,common destiny,homogeneity and self-discipline to weaken self-identity and establish collective identity.In this process,the interdependence basis is enhanced through economic exchanges;the common destiny is enhanced through security cooperation;the homogeneity cognition is increased through cultural mutual recognition;and the trust problem is overcome through internalization and externalization of institutions.Driven by collective identity,behaviors tend to favor cooperative-oriented definition of interests and practical activities.The repetition of cooperative behaviors can continuouslydeepen collective identity through “reflex evaluation” and form a cultural identity based on friendship.In this process,China needs to maintain sustained regional leadership and ultimately implement the “Community of shared future for China Neighboring Areas”.
